Proceedings The 45th Besalon of the state associa tion of Congregational churches reas sembled at the first church in Portland Wednesday morning, after the prelimi nary session the eveulug before. A temporary organization was ef fected by the election of Rev. F. W. Parker, of Woodlawn, moderator, and Rv. B. W. Young, clerk. The com mittee on permanent organization re ported tho following permanent officers, which were made the unanimous choice of the bedy: Moderator, Profes sor H. Allen Sborey; clerk, Rev. W. C. Kantner, of Corvallls; assistant clerk, Rev. H. W. Young. The report of the committee on Chris tian endeavor was read by Rev. F. R. Cook, and adopted. Rev. D. V. Poling read a paper on the subject of "Our Churches and Their. Young People." Rev. Dr. J. K. MicLean, of Oakland, Cal.. delivered an ' address on the sub ject of "Our Churches and Higher Edu cation." corresponding members. The following gentlemen, who were present, were invited to sit In the ses sion as corresponding members: Rev. I.F. Tobsy, of Portland; Ry. J. K, McLean, of Oakland, Cal.; Rev. A. J. Bailey, slate superintendent of borne missions for Washington; Rev. Samuel Greene, state superintendent of C. 8. 8. & P. S. for Washington; Rev. William Klncaid, of New York City; Rev.D.L. Fordney, of Washington; Rv. Walter Frear, of San Francisco; Rey. Wilson Phrayner, of the Presbyterian home mission board, of New York. Rev. J. L. Hershner read a report from the committee on Sunday sohools which was adopted. Rev. C. F. Clapp offered resolutions relative to inter-denomlnatioual comity between the Presbyterian and Congre gational churches, favoring the appoint ment of a committee of Beveo, three trom the Cougregatlonal church, three from the Presbyterian church and one more member, to decide upon the pn -posed location of new church buildings that Is. where either of the churches have buildings this committee is to de termine whether the other shall locate one there. Rev. Dr. Phrayner, of the Presbyterian home mission board, ad dressed the session In favor of the resol utions, which were adopted. The report of the treasurer, R ;v. D. Staver, was read and adopted. The appolutment of the following committees was announced by the moderater: On nominations, Revp. C F. Clapp, J. L. Hershner aud H. V. Romlnger; on resolu tlous, Beys. W. A. Trow, J. M. Dick, aud Heury Gilt; auditor, F. Gilbert. AFTERNOON SESSON. At 12:16 the sesslou adjourned until 2 o'clock. Following is (be conclusion of the report of the committee on investiga tien: "We And accused guilty of conduct unworthy a Christian minister, and wo re tommend to Congregational churches and members that they withdraw fel lowship from Rev. C. L. Corwln." The report was read to the association by Rev. Dr. Thomas McCelIand, of Forest Grove, chairman pf tho commit tee. The report further stated that from the accused's own sworn state ments to the committee, they would have had to find him guilty. That will leave ah Increase o' $2,349,059 over last year as" the result of Mr. Coffee's work, If mortgage notes had been given In as they were last year it would have swelled tbo assessment of Marlon coun ty at least a million and a half dollars more. The mortgage notes were listed as any other note and it was left to the party to give them iu or not, and usual ly they did not. There Is a gain of 40,000 acres of land assessed this year over lait. More towna lots were also assessed. A large list of lots are assessed as unknown. There 's a gain of $83,000 In Improvements. Tbore are no mor giges taxed, which last year represented $1,725,358. But in place of $840,015 for moneys, notes and accounts In 1892 Mr. Coffee has $l,398,24j for 1893, again of $540,830. Non-resident tnortgago notes were not assessed then at all and quite a loss to the total occurs from that source. In rating cattle last year all over a year old were taken. This year only cattle over a year old in possession of owner on March 1st. were listed. TblB exempted nearly all yearlings. Mr. Coflee is having made a set of maps to definitely fix the ownership of every acre of land in the county for purposes of taxation. When this is done and the exoerlences gained Is brought to bear on next year's work a still better showlug will be made. It is very evident that a large amount of property has entirely escaped taxation iu the past. Good Advice.
