Finally he lost his seat in parliament and then took np the study of international law, in which he became a leading authority. One day he was mined .by the failure of an indus trial enterprise and left Belgium for good. He went to Egypt, where he hoped to obtain employment as an inter national jurist, "but he was disappointed.'
