Permission was granted to sell a glove for blacking stoves, to help carpet the United Brethren church. DUMPINO GROUNDS. Cross called attention to the import ance of this matter and suggested that a p'ace should be provided for empty ing rubbish and tin cans. BAWDY HOUSES. Aldermen Klein and Albert called up the establishment of the new bouse of Ill-fame opposite the Hotel Wlllam ette. Klein moved Imposition of liquor license of $300 a year upon bouses of ill fame. Cross seconded to bring It before the house. Cross moved that liquor license be enforced against bawdy houses by chief of police. Lafore moved to amend that Cross and Klein be a commltiee to draft an ordinance of $400 on bawdy houses. Albert ob jected as the council could not license what was Illegal, Lost by vote of may or, Albert, Cross and Klein. Cross' mo Uon to enforce by police was adopted on second of Gray. MISCELLANY. Removal SupL Smith, of the Oregon State Re form school, was notified Tuesday of hla discharge from that institution. He was very much surprised and came down to the city this morning to look around. He has a yery good reputation as teacher in the East and stood high at The Dalles where be was principal for five years before being elected to this position. He said this merning: "I do not know why I am discharged. I have done my best and the boys all feel badly at my leaving. I shall meet the board today, and expect to remain at Salem for the present." The board will probably choose a man today. Sunt Smith has not agreed with the board as to methods In some things and has not met their idea of a proper bead for that Institution. Mr. Smith thinks there Is politics in his removal, but as the board are a majority of Republi cans, and he 1b a Republican and Governor Pennoyer is not taking a baud there is probably not much in that. Frank Bryant, the disciplinarian and engineer, has been temporarily appoint ed acting superintendent. M. W. Smith was relieved as superintendent and Mrs. M. W. Smith as matron. Other necessary appointments will be made in due time. Prof. Geo. A. Peebles has been ap pointed to take charge of the Reform school, until a permanent arrangement can be made; Mrs. Peebles will act as matron, temporarily. The unexpected resignation of Mr. Smltb, who has bad charge of the Bchool compelled the ac tion of the board.
