peace, and can probably stand the
strain of further agitation.
CORBUPTION IN CITY GOVERNMENT.
This Is undoubtedly the greatest evil
that beseta a city government. On
every hand the cormorant of private
greed seeks to insert bis bill. No set of
men serving the city for pay or free
gratia can entirely prevent it.
Nevertheless, It la the duty of the
press to guard against corruption and
clearly and without mincing matters
point out the danger in time to forestall
future frauds. After the horse is stolen
it Is useless for the press to declare the
theft, when It Is too late twrecover.
In two instances in letttng the city
hall contract Tub Jouhnal has felt
callod upon to do this and each time
the council has promptly corrected
Itself and done the right thing to pre
vent fraud. Aa the council is composed
largely of business men, ihe majority
saw what was necessary nud acted.
For this they deserve credit. It should
always he remembered that in seeking
to promote publio enterprise, erect pub-
llo buildings and make street improve-
caents, the members of the city gov
ermont have pitted against them all
the corrupt and selflsb interests of the
community.
