It la working itself out. BuUlkea volcano bursting with melting lava, causing the worla to tremble with earthquakes, upheaving the sea in tidal wavea of destruction, it Is causing end ' lees mischief. As this journal has often stated, the finance Bystem of our countryia patch work of legislation upon a foundation forced upon the country by boridnold era in time of war. It la not an ade quate elastio system such as would be deliberately adopted to suit the busi ness necessities of a great coniulercia! nation in limes of peace. The president and hia finance secre tary and cabinet declare they are help less, and refer the depressed commer cial Interests and languishing industries to a congress knowing little or nothing of finance or business interests. The country has good crops, is at peace, and can probably stand the strain of further agitation. CORBUPTION IN CITY GOVERNMENT. This Is undoubtedly the greatest evil that beseta a city government. On every hand the cormorant of private greed seeks to insert bis bill. No set of men serving the city for pay or free gratia can entirely prevent it. Nevertheless, It la the duty of the press to guard against corruption and clearly and without mincing matters point out the danger in time to forestall future frauds. After the horse is stolen it Is useless for the press to declare the theft, when It Is too late twrecover. In two instances in letttng the city hall contract Tub Jouhnal has felt callod upon to do this and each time the council has promptly corrected Itself and done the right thing to pre vent fraud. Aa the council is composed largely of business men, ihe majority saw what was necessary nud acted. For this they deserve credit. It should always he remembered that in seeking to promote publio enterprise, erect pub- llo buildings and make street improve- caents, the members of the city gov ermont have pitted against them all the corrupt and selflsb interests of the community. TUE READ1NQ IUB1T. The Onk Cent Daily has one good effect It stlniulaten formatlou of the reading habit among the people. Many families have beguu in the past two weeks taking and reading the Daily Joubkal who never took a dully news paper before. Thoy have bouu be cause It Is cheap and they can aflord it. At one ceRt every man or woman or family in Oregou should take a dally newspaper and oome in touch with the larger world of modern life reflected lu Its colums. They cannot atlord to re- malu out of the circuit any more than thoy could afford to go dark If ah elec trlo aro light were offered them, to be erected and malntaiued in their bouse at one cent a day. Tub Onk Cknt Daily to succeed aVset' serve the newa faithfully and re liably to the people, giving all the facta awl ignoring all tbut leads to mefe con troversy, leavlug the people to think and act for themselves. There is a large enough field for Journalism with ml intruding upon the domain of pri vate opinion or the formatlou of legit! mate Independent conclusions without dictation by the press.
