These jolut committees as a rule
report late In the session ho as to in

too late for tnelr work to be of any

The legislature will go on creating
them until near tho end of the ses

to report to the next legislature.
Thus thousands will be stolen from
the state treasury In a rouud-aboul
way.
Some of these committees nre
created upon matters of supreme Im

haye been two adjournments of

A halt should be called in the crea

their rendering reports at tbeoud of
the session.

In the report of tho stato board of
charities and corrections on pago 247
they say: "At tho time this board
commenced operations, the hospital
was under the charge of Dr. Harry
Lane, as superintendent, and an ex
amination of the hospital aud its
management then mado showed its
condition to be excellent, and its
management as good as it ever has
been, etc." Tho board was appoint
ed May '20, 1801; held Its first meet
ing June 2, 1801, to organize; Dr.
Lane went out August 1, 1601; there
is no ovldence In the official report
of this hoard of charities that It
ever visited the asylum or conducted
any investigation of Dr. Lane's
management, yet they say they did
No notice of such an Investigation
was ever given to the board, the
trustees or the public, aud no report
of any such investigation was ever
filed with tho governor as required
by law.
If the hoard Investigated tho asy

so secretly. Tho people of Oregou
do not relish such a cabal of secret
inquisitors. Tho legislature has Just
grounds to abolish it on lis own
