A fish laddnrat Oregon City Is one of the most important Improve ments that this leglslatnre could pro vldo for. It would, If properly con structed, allow all klndsof salmon to ascend the Willamette river, and tributary streams. What Is far more Important to tbe declining salmon Industry h the fact that it would open some of the finest spawning streams and natur al hatcheries on tbe coast. Tbe headwaters of the Willamette and streams like the Bantlam, clear mountain spring waters, are the cra dles of our llahery Interests. Fish should be allowed to go there and, after ascending beyond certain points on these streams, not be mo lested at all in these spawning and breeding grounds. The Santiam river .would bocome the source of millions of young sal mon to be returned from tbe Colum bia and the sea as large fish. What is needed far more than closed seasons, to save salmon from extinction, is tbe removal of obstruc tions from salmom streams, and pro vision for tbeir protection in the breeding places nature has provided for their propogatlon. The state of Washington has made a success in this matter.nnd it seems tbat Oregou would do well to follow tbe example set by her Bister state.1 Tho manufacture of juto bags is a business that has a largo field, and where is room for another juto mill In Oregou. In fact, Oregou alone could easily uso all tho baga that could bo manufactured by tbe labor of tho Oregon convicts and the pro duction of this commodity would be profitable aud not Interfere with the employment of free labor, while tho present system of letting out tho labor of convicts to tbe highest bid der allows this class of cheap labor to lnterfero with tho wage earners of tho country, such as tho manufac ture of stoves, whloh ought to be produced by the manufacturing in dustries of tbo country. The nianufucture of tho jute bags at Walla Walla lost year, to the number of about two million, had a great tendency to keep tho corner from being mude on tho Calcutta bags, uud actually saved tho atutes of Oregon and Washington vast sums of money. Ho better way can be suggested to use tho convict labor of this slate than for this Btate to build jute mills und manufacture tbe Jute bags in competition with tbe Juto manu factories of ludla, for no other clasy oflubor exoupt convict labor ouu competo with the pauper labor of India.
