doubtless bo uu interval of sovoral
weeks between tho lapso of this con
tract and tho repeal of the law, and
during this lntorvul tho governor
might, were ho so disposed, make u
new contract, and thus, for a lime,
postpone tho operation of tho new
lnv; but it is to be presumed that he
is sufficiently sincere in his champ
ionship of tho worklngmen, 01

political welfare, not thus to do
what would doubtless bo considered
ny some a blow at free labor. How
ever, the governor would risk noth
lug by entering Into an informal
agreement with the present con
tractors to continue at work until
the legislature took defluito action,
und tliereufter, also during such
time as might be necessary to put
the uew law into effect and prepare
mcllities for entering upon tho now
form of employment. It is bettei
for both the state and tho convicts
that thoy bo employed. It would
tie poor judgement to stop work
and keep tho prisoners locked up
and In idleness.
What form tho now employment
ofthti convicts should take is one
over which thero will be much con
tention. The need of good roads has
naturally suggested their employ
ment upon tho publio highways; but
as thero ure many grave difficulties
iu the way of practical woik by con
victs upou the highways, and as
their care and custody would be very
expensive, tho net results would not
prove to be as satisfactory as is gen
erally anticipated. It Is probable,
also, thut tho legislature will so
amend tho road laws that more and
oetter work may bo done by free
labor than by convict labor, at no
greater expense to the taxpayers.
There are mauy good reasons why
the convicts should bo employed ln
sldo tho prison walls. Their lubor
would be more valuuble there; their
maintenance would cost less money
and there would be less expense for
guarding, so that tho net result
would bo greater; their health could
bo better cared for, there would be
less likelihood of escapes, and the
demoralizing aud brutalizing specta
cle of a chulugaug on tho public
highway would not be wltuessed.
These reasons are nil strong ones, so
much so that thero would be no
thought of turulug the prisoners to
road work, were It not for the dlfli
uulty of finding ludoor employment"
thut would not compote with free
labor.
California and Washington have
solved this problem by employiug
their convicts in the manufacture of
Juto gram sucks. This Is uu ludus
try thut caunot be carried on by fret-
white lubor iu this country lu com
pelitiou with India, und thus the
sacks made would not outer the
market to compete with tho product
of American workmen. From 30
000,000 to 40,000,000 grain sacks are
imported from Calcutta annually,
and Importers huvo been lu the
hubltofso muuipulutlng the mar
ket us to squeeze from the
furmer from 1 to 4 cents
per sack moro than the legitimate
price. The mills in tho California
and Wushlugtou prisons put euougli
sacks upou the market every year to
hold tho Importers iu check, und
were Oregon to udd from 12,000,000
to 3,000,000 annually, this buluucltig
of the market by tho luflueucoot
the homo product would bo ren
deled eusier. To accomplish this
purpose the price of sacks should be
fixed ut the cost of production, in
cluding maintenance of prisouers,
with a percentage added for wear
uud tear of machinery, Instirunce,
etc, uud the sacks should be sold
directly to farmers, and lu quan
tities no larger than the actual needs
of individual purchasers. I)y adopt
ing such a system tm this the tax
payers would be relieved of the bur
den of supporting tho convicts, aud.
in addition, the producers of the
state would receive a direct beiKflt,
thus promoting indirectly the gen
eral welfare.

Shot a Live Ghost.
Lima, O., Dec. 19. John Ennlson,
proprietor of the large mills at Bluff
ton, O., has lately been troubled
with the apparition of his dead wife.
This vision has tnado him tuko to
drink aud to confess ull the llttlo
things ho over did to anger his wife.
He has even gono so far ub to placo
an annuity on his dead wife's sister,
iu order to appease the wrath of the
wraith. Saturday night, intoxi
cated, he started out with a revolver
to luy for tho ghost. Tho ghost ap
peared and be fired. A human cry
responded to the shot, and upon
servants rushing to the scene, tho
wounded form of Charles Sheldon,
tho night operator for a railroad
company, was found. Sheldon was
severely, hut not fatally, injured.
The moment Enuisou learned that
he had shot Sheldon, ho disappeared
aud has not been seen since. Shel
don refuses to say why ho played
such pranks, and there is a general
impression that Sheldon adopted
this unique means to force tardy
justice to some one who la ut present
uuknowu. The local authorities
huvo taken the matter up, and
threateu to Imprison Sheldon when
ho gets well unless lie confesses.
