M'nAlt AND FREE TRADE.
Henry Watterson,who is certainly
entitled to spnk significantly on
the subject, especially sinco the Chi
cago convention, says'
Just as soon ns the Democrats get
the power they will wipe out the
atrocious Republican sugar bounty
system and restore the sugar dutie.
Instead of paying millions of bounty
nut of the treasury to sugar planters,
wo will re-establish tho revenue tar
1(1 on sugar, yleldingauuually about
$50,000,000 to tho treasury.
This Is undoubtedly true. One of
tho first bills which a thoroughly
Democratic congress would paps, of
one of the most prominent features
of a Democratic tarifl bill, would be
the restoration of a high tax on
sugar. Tho Democratic party in con
gress opposed the repeal of the sugar
duties.
Tho policy of tarifl for revenue ou
Jy requires a high tax on sugar and
any similar article, like coflee, tea,
rubber, etc. As to these articles tho
.Republican party is a free trade par
ty, while the Democracy Btauds for
high taxes. Since thesupply of ouch
commodities must be got from
foreign countries, and must pass
through tho custom house, a duty
becomes a tux which is mainly paid
by tho consumer. As It is impossible
to compete at home tho amount of
tho duty Is neoessarily added to the
price. Sioux City, Iowa, Journal.

COACHING THE F VUMIIK'S IlOY
Following Is a sample of the
cheap advice to farmer's boys that
coutautly appears In the press:
"It would be a good thing if more
farmer boys were taught to love
their country homes Instead of hear
ing constantly the gospel of dlseont
tent presented until they conclude
to como to the city and ruin them
selves in a struggle after a delusive
life of ease, with plenty of
money and nothing to do."
These same papers never tell the
city boys not to go and take up
a claim or hire out to do work on
the farm. Ours is a free country
and the farmer's boy has a perfect
right to come to town and try his
luck. In fact, there is hardly a
railroad magnato or great leader In
commerce today in our great bnsl
ness centers who did not come from
the farm from Jay Gould down.
There is no evidence to show that
even an editor Is not tho best for
having been reared on a farm, or at
jeast having had a ohanoo to do
farm work. Let tho leaven of the
farm come to our cities. It Is needed.
He must be a cold-blooded ad

Its expenditures wore f 301,348,609.

at that date was $127,050,280,38, or,
excluding tho gold reserve of f 100,

The above from official sources
does away with the much talked of

The National Vice
Herbert Spencer- declares that com
plete truthfulness is tho rarest of vir
tues, and King David declared in his
hasto that all men were liars. Bob In
gersoll adds that if David bad lived in
Chicago ho might have said it at his
leisure Seriously, however, the witti
cism as to Chicago is a witticism only,
for the exaggerating habit is prevalent
in America, and if it shows out strong
est at Chicago, why that is only because
that city is so ardently and progressive
ly American.
Some ono has said that each nation
has its national vico, as vanity among
tho Fronch, treachory among the people
of southeastern Europe nnd drunken
ness among Britons, and that lying' is
tho national vico of Americans. There
is just enough truth in this to mako it
sting. Wo aro n terribly careless peo
plo in onr general habits of expression.
Fortunately wo know it and do ribt be-'
lievo each other to any dangerous ex-'
tent. No one dreams of accepting tbe
statemonta in an advertisement as literal
facts. "Let the buyer beware" is not
only a law maxim, but it is everyday,
common sense among ns. - " "
Tho, effects are both ludicrous and
suggestive. A fow years ago an old '
Now Yorker of more than average in
telligence read Parton's "Life of An
drew Jackson" for the first time, and
was so amazed that ho hunted tip the
author and asked:
"Did you really got proof that Gen
eral Jackson bad all those qnarrols and
fights?"
"Certainly I did had you never heard
of them?"
"Ob, yes," was tho cool and candid
responso; "I read all abont them in 1880,
but thought of course they were cam-"
poign lies."
Citizens of Now York who travel out
west in the rural regions are often,
startled and sometimes onraged at the'
views they hear about their city. The
plain truth that thero is no more erime.
in proportion than4, h most other cowk,
munities, that taxes are not very1 hlgk
and that the government is as good a,
tho average well, tho nntrovejed rural
ists simply don't believe it. Similarly a .
man from the Wabash valley who
speaks good English is looked on with
undisguised astonishment in spine east
ern communities. '
Herbert Spencer concludes that long ,
continued oppression will turn a whole
race into organio Mars, and there is
painful ovidenco of its truth. Con
versely, long continued freedom ought
to mako n people truthful, but it seems,
to have failed in at least a few cases
that might bo montionod.
