Tho two upper stories of Whlttler, Fuller & Co., and Wadliams &. Co., were entirely gutted, and tho two lower lloors badly damaged by water. It Beems that Colonel McCowloy. lately deceased, was asked by the department to vacate tho quarters ho was occupying in tills city while awaiting retirement and proceed to Philadelphia, 'this was done by the secretary, ho says, to enable certain repairs to bo madu to the houso occupied by the colonel at the headquarteis. Secretary Tracy wrote the controller that McCowley had vacated the quurteis for "the con venience of tho government." Maxwell and his wife were having seme trouble, tho result of a recent separation, when J. H. Gates, broth er of Mrs. Maxwell interceded In hei behalf.
