It is true that thoro huvo boon some patriotic Democrats who have favored tho creation of u respectable uavy, but they havo been few nud far botwecu. Their action has been squarely opposed by tho great mass of their party. As in tho recent in stance of Senator Gorman, they have been denounced aud vilified by their own party for daring to forget that they wcro Democrats aud to remember that they were Americans, As shown by actual vote tho number of Democrats in the senato who "favor a Hboral support of tho navy" is oxactly live. In tho house, with 160 Democratic major ity, just twenty-flve Democrats had patriotism enough to vote agalust tho dastardly Holman pchemo for crippling tho work of naval con struction. Tho "traditions" of tho Domo cratio party nro all against tho main tenance of a strong uavy. Thomas Jellersou's Idea of tho American navy was a "iLosquIto licet" of little guuboatB to bo kept under sheds on shoro uutil they w6ro wanted. Howevei much they have departed fiotu his teaching in other respects, tho Democratic leaders of today are reasonably faithful to tho grotesque Jeflersouian Ideal of naval power. When tho bill authorizing tho three great armored battleships that will form ourmalu dependence; for defense in case of hostilities with a foreign power was before tho house, nearly three-fourths of the Democrats preseut voted against it. When an nttempt was mado by Holman to reduce tho number of those battleships to one, a vast majority of tho Democratic repre sentatives voted for tho reduction. Carlisle, Breckinridge, Dynum, Ciisp, Mills, McMillan and Springer all voted against tho battleships aud their attitude was in full accord with tho sentiments of their party. Any attempt to gain credit for tho Democratlo party on account of tho ships authorized during tho Clove laud administration is without foun dation lu fact. Tho reconstruction of the navy began under tho admin istration of tho Republican President Arthur. It was sanctioned by a congress Republican lu both branch es, and carried Into effect through tho eaguclty and well directed efforts of tho Republican secretary of tho navy, William E. Chandler, und tlio Republican shipbuilder, John Roach. Tho building of tho Chi cago, Rostou, Atlanta and Dolphin aroused tho keenest Interest through out tho country and created u pop ular sentiment In favor of tho wavy Unit Cleveland and Whitney, tho destroyers of brave old John Roach, did not dnro to affront. All that was done under tho Cleveland ad ministration In building tho navy was under tho stress of a public opinion which was Inspired aud directed by Republican enorgy and patriotism. Tho position held by tho Democrats in congress during tho Wliltnoy regime Is shown by tho vote on March 10, 18SG, when 110 Democratlo representatives voted to cut down to $3,500,000 a tea mil lion dollar naval appropriation bill which nltioty ; niiio Republicans voted to sustain. At every contested Issue a majority of Democratic con gressman showed their hostility to tho navy. Since March 1, 188U, $59, 8.10,320.11 has been appropriated for naval construction. Of this entire amount the Republican Flfty-llrst congress appropriated $20,682,000, or neatly one-half. In tho support of the navy tliu Republican party lias been practically a unit from first to lust. Tho Democracy as a party has fought Its development constantly. It is lighting today. Ou this, as on overy question alleoilng the national honor and the national defense, tho Democratic party has been on tho wrong side.
