So far Chairman Lotan of tho Re
publican stato central committee
haa recoguized no Republican paper
In Oregon by sending It the call for
tho Republican state couvcution to
puousu. ui course, every news
paper nt all enterprising has printed
that call as a matter of news. The
only otllcial authorized publication
of tho call has been iu the Portland
Oregouiau, and many Republicans
do not regard It as a good Republl
can authority.
It is well known that tho Ore
gouiau allows no opportunity to
escape to abuse and belittle Secre
tary of State Bialuo, and Nutloual
Chairman Clarkson. While all Re
publicans believe In free speech nml
freedom of criticism of ail candi
dates, after men are ofllchilly recog
nized a3 great leaders there Is n
limit to tho extent of attacks upon
them, aud it certainly does not
establish a newspapor's republican
ism to make persoual attacks upon
such leaders, without attacking their
puono ponoy or recoru.
Whilo the Oregouian porslsloutly
attacks these leaders it is said to be
a fact that nearly every offlco Iu
Portland that has auy patronage
attached to it was secured by tho
Democrats through the committee
of one hundred with the lulluouco
and co-operation of tho Oregonlau.
Its pets nre largely foreign capi
talists, free traders and anli-Blatuo
nmjiacs, aud under all the circum
stances It Is a mistake to make tho
Oro,jouian the only ofllclal organ
for publishing tho calls of Republl-
caa conventions.
The Jouunal does not beliovo
that Tho Oregonlau at heait repre
Bjnts or desires to represout the true
Interests of tho masses of the pooplo.
Neither it nor its little ring of echoes
that always send back their feeble
sneezes when It takes suufl, are In
sympathy with tho masses. In fact
thoy despise them. Truo Republl

ship.
It will be a mistake to attempt to
carry Oregou Republican in tho
great battle of next Juno aud expect
to do It through Tho Oregouian and
the few papers that chime In with It
on every occasion. Republicanism
thai Is for the people will repudiuto
that kind of management of the

What will Salem Republican bus
iness men who are Interested In a
good working delegation iu the
next legislature do to eecuro that?
Thero is no senator to elect aud no
politics enters Into tho contest
so fur. If a good Republican ticket
Is put up It will probably he elected.
Rut Salem has a vital Interest In
tho kind of mon who shall go there.
Balem will get no bcnellt from
sending uny unprogrcssivo or reac
tionary delegation to the legislature.
All the kickers alive cannot help
balem. Men who favor low taxes
but an aggressive afllrmatlvo policy
of making this a great city iu the
shortest time should bo selected
from Balem. Our city should bo
pushed to Its destiny to bo the load
ing second city In Oregon. It should
be put to the front by tho same
methods that are employed by cities
of its own rank with which It must
compete In Its development.
Tho legislative delegation will de
termine this matter.

Tho Republican primaries Satur
day brought out a largo vote and as
a rulo were conducted fairly and
honestly. At soveral polling places
a public appeal was mado to coullue
the voting to Republicaus.
Tho precaution was not necessary

cast ballots. At all the Salem pre

test wasuudcrstood to bo between tho
friends of Jaspor'Mlnto and John
Knight, candidates for sheriff.
Both wore well organized and
brought out a full vote, and in eaoh

Washington, March 21. Tho
examination of Commissioner
Raum, of tho ponslou bureau, was
resumed by the special committee
of the house Saturday. Raum said
ho suggested tho amendment to tho
peuslon appropriation bill which
cut off his Bon taking fees as a
notary whllo a clerk in tho ofllco.
Ho declared ho had strictly observed
the civil service law and has uover
mado a removal oxcept for cause.
Amoug tho causes was that of at
tempting to injure the commissioner
and throw odium on tho office.
Raum said ho defended his son's
courso whllo employed in tho pen
sion bureau. In a talk with tho
prcsidont ho declared tho charge
that his son had tried to defraud the
govornmont out of $72 was a great
outrago. He had never talked with
tho attorney-gonoral or any ono elso
with a view to tho proyentlon of tho
criminal prosecution of his son.
Euloo put In evidence tho affi
davits frlado by Howard and Eugle,
tho olerks iu tho pension ofllco
whoso dismissal tho commissioner
had recommonded, making charges
that Horace C. Stover had paid
Theodore Smith (50 to bo trans
ferred; that they had seen Stover
glvo Smith tho money. It was
charged that Green B. Raum, Jr.,
received tho monoy and solicited
tho money of Englo. Parson Bald
thts related to a matter long after
young Raum was out of office, but
that ho would not object to the
affidavits, if it were expected to
connect tho commissioner's recom
mendation for tho dismissal of How
ard and Engle with it. Tho com
missioner, in explanation of hlsl
recommendation of dismissal, read
alr.ttor, dated September 25, 1801,
recommeudlng the dismissal of
Special Examiner Tuylor, because
ho was an unsuitable person to dis
charge tho duties in connection
with a pension claim, and also be
cause ho associated with George B.
Fleming, who ondcavorod to break
down tho ponslou office. Raum also
read letters recommending tho dis
missal of noward and Englo, be
causo thoy had conspired to destroy
tho social standing of Special Ex
aminer Stovor. Tho commissioner
Bald ho had thoroughly investigated
tho matter and camo to the couclu
Bion that Howard and Engle had
mado falso charges,
In connection with tho recom
mendation that Englo and Howard
bo difcrniesed, tho commissioner sub
mitted a second letter to Secretary
Nobio. This began with a state
ment and affidavit of Ford, chief of
tho record division, charging that
Euglor while temporarily chief of
Jho divlfllon, ruined a girl Jn the di
vision and publicly boasted or her
seduction. Tho letter then charged
Englo was a falso swearer, "a
rerator," a conspirator against tho
chief of tho bureau, a seducer, and
ono who carried a weapon which
suggested tho lutenlion of assassina
tion. Tho Howard letter charged
him with being a conspirator. The
letter also alleged that George B,
Fleming, a dlsohargod examiner,
started tho attack aud was publish
ing falsa and mallolous attacks In
tho publlo press against the coinmis
elouer. Tho letter closed with tho
statomout that there was a small
number of active and malignant
Intriguers In tho ponslou office, and
demanded that ho (Raum) be sus
tained as necessary to tho good of
tho goverumont und tho discipline
office. Recurring to the charge that
Engle hud seduced a young girl,
Euloo asked if she was still In tho
bureau. Tho commissioner said he
told Ford he did not wish to learn
her name. Ho heard she was con
ducting herself with propriety aud
