Pnrkburat, ostensibly for want of Jurisdiction, a few days nfler grant ing tho same with propor restric tions to protect the public highways, will not bear close scrutiny vury long. It is not kuown that Mr. Grimm, commissioner, was concerned In thu alleged "rovokenmnt." But if lie was the whole membership of the county commissioner's court will find itself in a very embarrassing position if it persists in Its con tradictory attitudes on the matter of county road franchises. IfU assumes that it has no right whatever to grant a franchise to a motor line, it will unsettlo values of a lurge amount of property. If It can revoke at will franchises for such motor Hues on county roads, tho present franchises on such county roads, already operated, are not worth the paper they are written on. They are wortli much less, because they become trespass ers on tho public highway and as such are llablo to actions which private citizens may bring. Their values aro not only destroyed but immense liabilities will arise for occupation of tho highways in an unlawful manner. In Multuomah county nearly a hundred miles of such motor lines are in operation all over the county on county roads. Millions aro in vested in them. Tho same is true of overy largo city and Its contigu ous territory for from ton to twenty miles. Does our county court mean that tho public highways can only be used for mud wagon roads ? Tiik Journal will not charge that our couuty court has been in fluenced by tho great Southern Pa cific corporation that is lu solo possession of tho railroads of our county. But It looks very much that way. Every time (Salem cap ital has made a move to connect Istsolf directly with tho outgoing ter ritory, the eflort has been throttled by an adroit countef-niovo of tho B. P. Co. The theory that county roads can not bo used for motor lines, may bo ruistained in the courts. But if it is, it will unsettlo the value of millons of capital already Invested, and dis turb real estate values In tho outly ing suburbs of all tho larger cities of tho coast. We believe the courts will recognize the growlug fact that in tho rapid development of tho city and country motor, Hues on the county roads are an Indisponsiblo factor. ' OUU GltKATJKST DANOKll. Wo believe at the root of all tho evils of our government lies the great fact that there Is too little souso of responsi bility to tho people. Ours is not to any great extent any longer a gov ernment by, for aud of tho people. Theoretically, our government Is for the people. It Is for the boneilt of tho masses. It is not for tho weal thy, tho powerful, tho aristocrats, Such government is misgovernment It is a treason to our form of gov ernment. The mauipulatiou of our politics is too much for personal ends. There Is too little net result aud benefit for the producer, tho tax payer, the uudesigulug citizen, tho hard-working, plain people. In city, county, state aud nation, men aro going in with au eye alono to getting rich out of politics, and no thought to glvo tho people what be longs to them fair, conscientious aud devoted servlco of all alike. As a rule, If anything Is done for the people, It is wrung from those iu power by some outside force. The presH often leads lu the buttle for results for the people, but more often blindly serve tho barons aud robbers who levy tribute. The tax gathers aud taxeaters do not give the people what they aro entitled to for the money. They take all they can get and give as little as possible lu return as a rule. Tho faithful man who will not stain his hands with an uuearned dollar Is the ex ception. He will not lo long toler ated by the belllsh horde of un re generate Hpollgmen, who as a rule, control. The fault lies with the peo ple. It requires more to ask the appointment of a man whose reputation as a jurist does not extend much beyond tho state ment that he is a member of a Christian church In good standing. But the height of political gall is developed when a coterlo of corpora tion Democrats Ilko Snow, Cotton, ct a!., of tho Union Pacific, labor with a Republican president to, ap point a member of their firm. Tho fact 1h, these gentlemen have no polities beyond their pockets aui iho masters they serve. They aro Republicans or Democrats when it Rti'tP their turn, but under all cir cumstances Jay Gould's men. Weed, of "Oregon on Wheels," says that the car has been in thir teen states, on tweuty-ono railroad lines, traveled 5G50 miles aud had 112,000 visitors slnco It loft Portland last fall, Tho car was on exhibi tion iu six cities lu Illinois and ono lu Wisconsin during tho week ond lng February 7. At Elgiu they had 3500 visitors; at Rockford, 8000; at Freoport, 111., and Boloit, Wis., 3000; at Bavanunh, 1000; at Galesburg, 13000; and 150 on tho way. Thoy had nearly 15,000 visitors during tho week, which was the largest rec ord so far. Tho car left Galesburg on the 8th lust for Peoria, and was transferred to the Toledo, Peoria & Western aud takou to El Paso on tho 0th. It was iu Uheuoa on Wednesday, Forrest on Thursday, Decatur on Friday, and Chicago on Saturday. Thero will bo present delegates from nearly all, If not ovory state in tho Union, representing theNational Farmers' Alllanco and Industrial Union, Knighta of Labor, Colored Farmers' Alliance, Patrons of Hus bandry, Patrons of Industry, Na tional Citizens' Alllanco, and other organizations of a similar character. Tho convention will decldo the question as to whether or not there will bo in tho coming presidential campaign a third party iloket with strougth enough behind It to affect sensibly tho light taken at Ocala meeting of tho National Farmers Alllanco, in December, 1890. It was then decided to movo for a closer union between tho great industrial organizations of tho country, and aa a result a meeting was held in Washington in January, 1891, at which woro represented tho Na tional Farmers' Alliance, tho Col- , ered Farmers' Alliance, the Cltlaena' Alliance aud tho Knights of Labor and tho Confederation of Industrial Organizations waa formed.
