It Is spread ing before tho people tho smallest det ills of county busluesa and ex. pendlture. Tho people In every county In the state aie being famil iarized with the acts of the officials. They aie being educated as to the distribution of public taxes in a most elltcllvo manner. Tho loose aud careless methods of county expendi tures will be remedied somewhat thereby. In many counties claims against the public treasury an not sworn to and vouched for by any one, in many instances. The semi annual statements of county finances ure made out promptly on time. There is little or no order in filing claims agaluet the county, and the records of tho county court are not written up for mouths nfler they are made. In Marion ccuuty there has been reasonable good order In these matters, but evon hero there is room for Improvement. The people of this county sec that the press Is not calling for the en forcement of tho county printing law, with tho execution of this paper. They are surprised at the Woodbum Independent not wish ing this law enforced. They see it n w upholdiug couuty officials for nullifying the publishing law that last year it charged with corrupt practices in taking fees that this very law provides shall be made pub lic. The Jouunal la in favor of giving the taxpayers tho fullest de tails of county expenditures. It favor" tinning on all tho light possi ble. Tho light will not hurt tho good record of our public olllclals. The people are entitled to havo It. Those who canui.t bear tho full light of today In our county afluirs mus.t get out of tho light. The light should bo turned ou our county expenditures, and the pcoplu should see that it is done. Electric lights havo lately been placed In our courthouse at consider able expense This will be a great convenienco to those who have to work thero nights. The now pub lishing law If properly enforced can be made the electrlo light by which the people will be able to see the minutest detail of public expendi ture. Turn on the electrio light. The people who believe Governor Pcnnoyer to be slucere In his Uloits to secure a portago railway at Tho Dalles must see that ho cannot be very sanguine oyer tho prospect of congressional aid to build it. On May 10, 1801, you published In the Sunday Oregoulan a two column article from my pen in pralso of Astoria that was published in tho Boston Journal. On July 18, 1801, and August 0, 1801, you published like articles, the last ono with an apology to tho "pool" because, as you paid, of the great importance of the ideas. In September, October, November and December you con tinuously rejected articles from my pen of like tenor but with the central Idea of my Circular letter that it was millions per annum to tho farmers to huve railway exten sion to Aotoria as the ttenport of their products. On December 0, 1801, you explained to me lu an Interview of your owu seek lug that the n-Jectloii was not personal, but due to business reason; you claimed the discuwiloii might Injuriously Inflect the buslne of the country. I was not too "shallow" to precelve the warning, but with right ou my side nnd ontliosldo of the producers of tho Columbia watershed, I dared to bravo It and you.
