Geo. Collins received 154 voles for
alderman fur the short term, aud
thut N. Davis received 153 votes for
the same olllce, and

issuing his certificate to the person
haviug a majority of the votes cast,
according 10 the report of such
judges, undertook without authority
to recount tfce ballots cast in said
ward, and reported some errors in
the cuuut of the board of judges,
Resolved, That in the opinion of
tho council the city recorder is not
the proper person or tribunal to cor
rect such enors, but his duty is
fully discharged when he examines
the'relurusof the judges aud Issues
his certificates in accordance there
with, therefore
Resolved, That the city recorder
be and he la hereby directed to issue
a certificate to Geo. Collins aa said
alderman of the second ward for the
short term, leaving to the council
the correction of such errors in the
said judges' report as may be made

work In opening sluices out of the

street. A dump cart and two men
working In a practical manner can
do a great deal.

City Election Causes Some
Excitement.
Recorder Goodell'a certified report
of the returns of the city election,
held Dee, 7. 1891, submitted to the
city council Tuesday evening, was
as follews: Thut on the 8th he noti
fied Mayor D'Arcy, and in his pres
ence and under bio supervision pro
ceeded to canvass the vote , with
result as follows;

Recorder Goodeli read his report.
The mayor said that report must bo
referred back to the recorder to
bring In such u report as he and the
recorder had canvassed. Tho re-
c irderjudd the report was certified to
and wascorrect.Thero was some talk
and the mayor refused to entertain
a motion to take the report out of
tho recorder's hands and lay It before
the council. Mr. Murphy, tbe mover,
said he would appeal from the chair.
The.ur.iyor would not put the motion
to appeal. Hot speeches were made
and Murphy presented the rtsolu-
tlons that were finally adopted glv
Ing Collins his seat.
THE MAYOR'S THEORY
wasthat the recorder should havo
reported 155 votes for eacli as it was
cauvassed by them, as he claims, in
the presence of Republicans aud
Democrats. The custom for ten
years has been for the mayor and
recorder to canvass and certify the
returns.
He bases his action also on sec. 13,
page 23, revised erdinances:
"As soon as the returns are re
ceived from all the wards the recor
der shall notify the mayor and In
his presence and under his super
vision shall canvass the votes for
city and wurd officers, aud report
the result to the common council at
its next regular meeting."
Uncle Tom's Cabin. A good
audience irreeted the New Orleans
Company in tho opera house last
evening when they produced that
time-honored drama "Uucle Tom's
Cabin," dramatized from tho book
of that name, aud which used to
rivet our attention iu youth's bright
summer days. The plot however,
never seems to get old, aud It was
rendeied in good form lust evening,
the different characters being cor
rectly represeuted. A new feature
forNanalmo wa9 the Introduction
of two II ye blood bounds on the
stage. The dancing by little Lizzie
Mnaer. who also took tho part of
"Eva," was remarkably good and

THE PLAN
shows a full width roadway of cut
stone, one arch spanning the creek,
the whole containing 3000 perch of
stone. It would be a beautiful im
provement and is petitioned for by
nearly all the property owners of
South Salem. Tho plan is by E. J,
