were beating down from the prairie
channel, where they had been flsh

point tho boat struck Dick Wel
come's fish trap on tho edge of the
channel, about halfa mile from the

and very dark, so that it was Im
possible to seo the trap until if was

and a heavy sea was on, so that the
moment that the boat struck it slew
ed around and turned bottom-side up.

but after some dillieulty succeeded
In climbing on tho bottom of the
boat, which was rappldly drifting'
seaward on a strong ebb tide. They

successive wavo broke over them,
drenching thorn to the skin, and

daylight came tho unfortunate men
wero drifting down thu middle of

from being swept nut to sen. About
7 o'clook, when nearly abreast of
Chinook beaoh, and a mile and a
liulf from sliuro, thoy wero sighted
by two Russian boys who wore chop
ping wood on Jio beach. Tho hoys
Immediately started to tho rescue
and succeeded in getting them
ashore in an exhausted condition.
An eflort was made to save the boat,
but tho tide was running seaward at
such a rate that this was Impossible.

wus explained, had plenty of paper

paper currency. Nothing less than

way. Tho country was scoured for

had been made, not only ngalnst
men close to Sir John, but even

to conceal corruption under a colon

ment. Tuero was a powerful oppo
sition to oyercome, Mr. Everett said,
but on tho whole the nuuexatiou
movement was gaining stretmth
every day. Theio were now annex
ationists among the most conserva
tive French nnd English people In
Canada. A fow years ago thoso
classes were solidly against any
union.
EX-CONCJUESSMAN SCOTT'S DKA'i II.
Newi-out, It. I., Sept. 21. The
death of ex-Congiess-iimii W. Scott,
of Pennsylvania, Saturday night,
was very sudden. He had long
been a suflerer from acute gastro
intestinal catarrh, and two weeks
ago he was brought heie from his
home in Erie, Pa. The doctors
were of the onlnlou that tho climate
of Now York would bo beneficial.
Tills belief was realized, for ho began
to gain at once, and his Improve
ment continued until Friday. Dur
ing tho afternoon of that day he
had an attack of heart fuilure, aud
another one Saturday. He rallied
quite easily the first time, but wilh
more dillieulty on tho second occa
sion. Another attack occurred at 11
o'clock Saturday night, from which
ho could not bo roused, and death
dually came. The family left wiln
the remains this morning for tlieirj
home in Erie.

noon today a mob took from trie
county jail Anton Siebolt, who so
brutally murdered James Melgan
last Wednesday, aud hanged him.

of tlieofllcersnt the headquaiters of
the general statrat St. Petersburg, a
few days ago, the military positiou
of China was discussed, and one of
the geuerals who look a prominent
part In the meeting stated that the
Chinese nrmy numbered neaily 1,
50(),0(X) men, with an Inexhaustible
population from which to draw re
crults. The Chinese government
has consented to the construction of
a railway from Pekln close up to the
Russian frontier, and many thou
s.iuds of Chinese colonists are cros
sing the border luto Russian provin
ces, aud would have a hostile ele
ment in the event of war. Russia,
herself, however, is fortifying the
port of Viadivostock ou the Pacific,
anil has recently expended about
7,000,000 rubles iu making tho pori
virtually Impregnable, so that it nia
form a base for future naval opera
tions of Russia iu the East. There
is no doubt, says the dispatch, that
the Russians are deeply apprehen
sive as to the course of China in the
event of of a war between England
and Russia.

dispatch says that the demonstra
tion against tho Chinese is delayed
by jealousy between tho powers as
to who snail take the lead. Enir

urged on, It Is believed, by Itussin,
would prefer to keep England in
Hie background, aud either assume
leadership herself, or put tho Amer

anxious to make an impression on

while the English desire to kebp
tho Chinese alienated as far as possi

sensible Chinese magistrate at
Shanghai has addressed his friends

apology for the conduct of the Chi
nese who looted the mission houses.
The magistrate, whose name is Sun
Vuh Wcu. argues that while the
rioters have been justly punished,
the missionaries are not freo from
blame. He claims that their habit
of buylugchlldienfor education as
Christians, gives rise to suspicion as
to what Is done to the children, the
moro ignorant Imagining that they
are sacrificed iu religious rites. Such
matters, the magistrate thinks,
ought to bo conducted more dis
creetly. Meantime tho Chinese con
