In broad daylight It Is curious to obsorvo tho two strenms at the point where a long sandy spit marks their Junction. Tho waters of tho Parana aro of a dirty green color, whilo tlioso of tho Paraguay aro yel lowish brown, and for sovoral miles the two mighty streams flow parallol and unmixed, tho meotlng of tho two being marked by a long lino of foam, form ing, as it were, a whito cord stretching down tho middle of tho rivor, and sep arating tho green waters from tho brown waters. Tho Parana makes a sharp turn east ward, and under tho namo of Alto Parana may bo followed on tho map up to about tho nineteenth parallel of latitude, wliero it is formed by tho cou fluenco of tho two rivers Paranahyba and Rio .Grande. A few leagues lower down tho course of tho stream Is inter rupted by the cataract of Urubupungo. Prom this point it runs south-southwest as far as tho twenty-fourth parallol, wliero it is again interrupted by tho cataract of Guayra. Tlio region traversed thus far belongs to Brazil, and was occupied by Jesuit "reductions" in tho Sixteenth century. Doubtless in tho more or less distant future, when ways of communication havo been created, all this fertllo terri tory will onco moro bo occupied. At tho cataract of Guayra tho frontier of Paraguay begins, and tho river runs from nortli to south, bounding tho re public, and then from east to west, un til it Joins tho Paraguay. Tho fow travelers who havo seen tho cataract of Guayra describo tho falls as being as flno as those of Niagara, but unfort unately they aro still in tho midst of solitudes to which access is difficult. Tho Salto do Victoria, somo twenty miles from tho conlluenco of tho YGua' zu and tho Parana, is also said to bo very magnificent, and somowhat easier of access, but as yet fow travelers havo seen it. Tho navigation of tho Alto Parana is difficult, but practical up to a certain point. Tho Platenso com pany runs 'a passenger steamer threo tunes a month from Corricntes to Po sadas and tho intermediate ports Lo- mos, Santa Isabel, Ituzalngo. Posadas, on tho Corrientes side, is 225 miles from tho confluenco of tho Parana and Para guay rivors. Prom Posadas a smaller bteauier of tho samo company runs twlco a month up to Tacuru-Pucu, a fow miles above tho confluenco of tho Y-Guozu, and about 400 miles from Corrientes, Beyond this point no screw or paddlo steamer has been able to conquer tho rapids, currents and eddies. Tho whole of tho banks of tho Alto Parana, from Villa Encarnaclon up to tjio Salto do Guayra, aro covered with forests of yorba mate, or Paraguayan tea, and tho chief trafllo Is tho transport of tills article. A now process for tho manufacture of gas from petroleum has been put into practico at Kittannlng, Pa., by which it is claimed that cos can bo manufactured at one-half tho cost of tho old, and is much better for illumi nating purposes. Tho method is a very simplo ono. consisting of a feeder and a system of retorts. Theso retorts aro kept at a certain heat, and tho oil forced through them Into a receiving tmik filled with water. When tho heated oil strikes tho water It turns into gas, and Is convoyed from thero to tho supply tank, ready for use. Tho mero appear aneo of paved streets la of great value. To be ablo to say that our city has thu finest streets in tho state would be un small matter and such wo could easily havo. No argument is needed for paving. It Is ono of the things all concede without alterna tive. A city to bo any kind of a city at all must put its leading busi ness streets in condition softs not to bo subject of detraction and rldl culo at homo or abroad . Then what kind of paving shall it be? This has been a much dis cussed question. Allow us to observo that, besides limiting the expense to somo right proposition of the valuo offibuttlng property, tho kind of paving to bo chosou must really bo made u secondary matter. Any kind of paving is secondary to prop er construction thereof. The best pavemeut poorly built will not last with a cheaper pavement well put dowu, and vice versa. The water problem is really more serious thau which kind of paving shall bo laid. Unless tho water question is settled aud means of dis posing of water aro provided, no time need bo spent In selecting this or that kind of paving, llemovo the water from the soil aud take care of tho water on tho surface and any kind of paving will bo a success. Let tho water stand In the soil and on the surface and any kind of pav ing will be a fulluio. Tills need not bo argued. It ought to satisfy any person who is not prejudiced or biased by self interest to say that all authorities on roadbuildlug and pavl.ig ngreo on this proposition.
