Syracuse, N. Y., Illustrate generally tlio
differences between New England
Mlddlo states city governments. In
tlio two cities were nearly equal In pop
ulation. Tliey nro both manufacturing
cities, situated In tlio Interior, and sur
rounded by agricultural communities,
tn 1880 Syracuse had 02 miles of streets,
17 3-1 miles of which were paved. The
annual cost of maintaining these high
ways was about 33,000. For the some
cost Worcester maintained 197 miles of
streets, all of which wcro paved.
The wnter works of Syracuso
were
owned by a private corporation, those
of Worcester by the city. Syracuso
no parks, unless a small squaro or
may bo tints digniflod; Worcester had
about thlrty-flvo acres of parks. The
drainage- rrjrrtcin of Worcester was much
more elaborate and perfect than that ol
Syracuso. Whllo It cost Syracuso from
810.000 to 12,000 n year to clean Its
ninety-two miles of streets, It

A merchant in Alexandria had a dis
