mallon of M. E. Stone, of Chicago,

affairs, resulted lu a tie, and further
consldcratiou of this wus postponed
until tho next meeting. Mr. Stone,
however, hearing that a fight had
been mado on his confirmation,
promptly withdrew his name. Tin
committee appointed to make
an Investigation of Hie accu
satlons against W.S.Maxwell, who
was nominated for chief of the
bureau of horticulture, reported
there was no proof to sustain the
charges against his character.
When (he nomination was put to a
vote, however, Maxwell was defeat
ed, 25 to 8. Director-General Davis
thereupon substituted the name of
General N. P. Chlpmau, of Calif
ornia. He was at onco confirmed
by tho directory. The board of con
trol must now pass upon Chlpman
and there is some talk that feeling
over tho defeat of Maxwell may
lead to Chipman's rejection by the

Lynch, which had appeared off
this harbor a few days ago. Tho
Etata's machinery was being over
hauled preparatory to her departure
for San Diego, Cal., and thcrfore,
she was absolutely helpless aguinst
attacks. Besides, although she is
practically in possession of tho Uni
tod States, the forces of Balmaceda's
cruisers may not be aware of that
fact or might Ignoro it. Recogniz
ing this possibility, Admiral Mc
Cauu ordered tho captains of tho
Baltimore, Charleston and San
Francisco to give the Etata ull
necessary protection. Accordingly,
each vessel supplied a picket steam
launch, commanded as follews:
