Fowler Is u young man of about
twentyone years of age, aud was
ostensibly learning thtr carpenter's
trade, but never worked for any
length of time, preferring to louf
and spend bis wife's savings.

San Diego, Cal., May 13. Tbe
steamer Crescent City, plying to
Cerros island, off the Lower Califor
nia coast, for a raining company, ar
rived last evening. She sighted the
Charleston about 0 o' clock Monday
evening, eighty miles south of here.
This Indicates the Charleston is
making eighteen knots an hour.
Tbe Etatals expected to transfer the
arms got from the Robert and Minnie
to the Esmeralda at Socora Island
south of capo St. Lucas Sunday
evening. Tbe Etata took aboard
about six hundred tons of coal here
and, It Is claimed, can steam four
teen knots on thirty tons per day.
When the Charleston was first
sighted she was far out at sea. As
soon as tbo officers ou the war-ship
caught sight of the Crescent City
they changed their course, and
mudo directly for her. As Boon iu,
the cruiser approached the captain
of tbo Crescent City raised the
American flag and saluted. Tbe
Charleston Immediately turned at
right angles and steamed away to
tbo southwest, and soon disappeared
beyond tbo horizon. Tbo Crescent
City officers reported seeing nothing
of tbe Etata.

Chilian steamer Etata is sailing
under difficulty, and tbo United
States war ship la gaining on her.
It Is expected tbo two will reach
Acapulco within a fow hours of

with a republican reporter tonight,

Charleston being inferior to the
Esmeralda. True, tho Esmeralda
carried two nine-Inch guns, while
tbe Charleston's heaviest guns were
only eight-Inch, but tbo latter bad
a larger number of six-inch guns
while her nrmauent was four Inches
thick aud tbo Esmeralda's only one
and one-half Inches. Tho Charles
ton was accordingly fully nblo to
copo with tho Esmeralda, as wero
two other United States cruisers
now ou tho Pacific. Tbo secretary
stated definitely that tbo Charleston

whorever she may bo found on tbo

was fined 15 marks for his indiscre

London, May 13. Tbo condition
of tbo remaining evicted ton ants In
Ireland Is said to be very bad, aud
something seems to be radically
wrong with tbo administration of
tbe funds. The tenants on the
Glensharrold estate appear to have
been subject to ill treatment, astbey
uluim by tbe land league. One man
who bus been evicted for eight
mouths has never received a penny
from tbe laud league funds. Others
say that they wero coerced Into sub
mitting to eviction and ruined by
doing so, their farms being now u
wilderness and their pockets empty.
Many of them have received nothing
siuce the 1st of November. Tbe
two Irish fuctioiis euch blame tbe
other for thesltuution. Tbe tenants
liavo neurly all made terms with
tbe landlords.

Tlio growth and prosperity of tbe
coiiimt'ice of tbe Pacific coast is
dependent lamely upon the protec
tion policy. It is protection which
builds up the commerce between the
stales; whicli directs trade into
domestic channels; which creates o
variety of industries within tht
uation, the rapid uud constant Inter
change, of feci vice between persons
employed in difiirent industries,
uud promotes the exchange of
domestic products between the dif
ferent sections of the Union. The
most wonderful and valuable com
merce in the world Is between 65,000,
000 of people protected by the
American tunff system. The In
crease of our foreign imports would
meau not alone loss to our domestic
industries and of labor to ur work
men, but to our internal and Inter
state commerce
"The people of the Pacific coast
uudt rstand "vhut is meant by a tariff
for revenue only. The Mills bill, as
an educutioual document, was a
success. They have been taught
that a tariff for revenue only would
put on the free list nearly every
thing they produce grain, veget
bles, wool, fruit, coal, lumber, lead,
would placo the producers of tin
coast as to barley, vegetables, aui
nials, coal, lumber, iu competitioi
with Csuudu and other foreigi
countries; as to wool, lu competitioi.

had become a law, would have de

legislation the democratic orators in
vain attempted to make the people
there believo that freo wool would
Increase tho price of wool, nnd to
refine upou the distinction of free
trade and turiff for revenue ouly.
"The staple production of the
states of tho Pacific is wheat.
There, as elsewhere, it is with the
farmeis that tbe efiorts of tbe free
traders are belug directed. The pur
pose Is to make them dissatisfied
with their present condition, to
magnify t' eir grievances and to
make them believe tbat their lack
of prosperity Is due to vicious legis
lation or to the lack of proper lega
tion, to show that free trade, the ad
mission freo from abroad of the
articles they consume, is the pana
cea for all tbelr Ills. But It is not
difficult to make manifest the fallacy
of free traders that wo must admit
the product of other countries if we
wish to sell our surplus product to
them. For years the market forsur
plus agricultural products abroad
bas been coustantlv decliuiug, both
as to demand and price, and it is
evident to all intelligent aud think
ing men tbat our dependence in tbe
future must be upon tho home mar
ket. The time is not distant, I fear,
when we w 111 find no remunerative
market abroad for any one of our
priucipal agricultural products ex
cept cotton."
