"The staple production of the states of tho Pacific is wheat. There, as elsewhere, it is with the farmeis that tbe efiorts of tbe free traders are belug directed. The pur pose Is to make them dissatisfied with their present condition, to magnify t' eir grievances and to make them believe tbat their lack of prosperity Is due to vicious legis lation or to the lack of proper lega tion, to show that free trade, the ad mission freo from abroad of the articles they consume, is the pana cea for all tbelr Ills. But It is not difficult to make manifest the fallacy of free traders that wo must admit the product of other countries if we wish to sell our surplus product to them.
