AN EFFICIENT COMMISSION WITH 1'OWKll TO ENFOltCK ITS JJL-- CI8IONS 13 WHAT T111J 1'KOl'I.K WANT As strong as the demand for bal lot reform, comes from ull tmrt.sof tiicslnte, nnd from nil narties, the demand that tho Oregon railway coimnission be given tlint power anil ellleieney which legisliitnres In other stales uiihesitiititigly lieslow upon it, or that It be abolished. The demand that It bo able to render the people some actual benefits in not u wild one. It is a rational demand and should be heeded by tho legis lature. The vast interests of pro ducersund shippers all over the state cannot be left to the tender mercies of high-handed etnpiiical managers serving distant masters. As has been shown in Iowa, Illinois und other slates, reductions of locul rates, tlio1 always resisted by manager?, have always been followed by large ly increased volume of bus!- uess and liiorKuuul .uiriitmn ..: :' 'in uie vast, inierests or tlie people of Oregon practically at the mercy of u Wall street pool headed by Jay Gould, it is absurd to continue a weak or ineiMcient commission. It is a crime against government, to leaye tho power to tax millions of tons of Oiegou produce in tlie hands of the. Jay Gould combine. This power must be vested, so far as Oreg in is concerned, In the bauds of the commission. A strong, able, intelligent commission, wielding this power intelligently, can alone save Oregon from becoming, as It has in pait been In the past, a mere preying ground lo tempt tho vorac ity of uut-crupulous corporationists. If the senate refiibcs to givo tlie people this relief nnd protection, its dereliction will go far toward recon structing Oiegon politics next year and two years hence. There Is no room for a. lay Gould party in Ore gon. Tho Jay Gould menibtrs of thu senate have no poll I cal future in any party. No lli'ttcr Saddle litirsu in Mit'liigan. My Di:ak Mu, Anciki.i.; I can not tell you how keenly my feelings were touched by tho readlni' of "Black Beauty." I have read it overaudoveragaiu. I will see that it has aw Mo circulation In this com munity. Let me tell you what I did: This morning J liHinesaed my "Joe," ho Is a beauty, and, as a sad dle hoic, has no superior In Michi gan, lie is also a splendid driver. I took oil tlie blinders and was afraid, as he had never been driven without blinders, that he might not acquit himself to my satisfaction, I was astonished to llnd that be was less liable to notice questionable objects than with blinders. I drove him about live miles, aud then took oil" the check-rein (which was passed between his ears over Ills head to the hook on the saddlo of tho harness). What was my sur prise to see lif ut express his thanks as plainly as ll ho I ad expressed Hum in words, by holding his head at first to the ground and then rub bing Ids nose on me. "Joe" Isa very intelligent horse. I. loved him be fore, but now ho is "tlie pritk of my oyo aud the joy of my heart." I shall never use blinders or check rein on "Joe" again. T. Koori:. (JiiANi) JtAi'iUH, Mich., Jan, Mil. The foregoing reminds us of a visit we paid to Plymouth, N. II., some years ago. In the morning weordered m Iidihc amreurrlage, lo drlvo to the top of 'Prospect Mountain." To uir surprise thu horse came without check rein or blinders. We enquired the cause, and this was our landlord's answer: "I was a number of the Now Hampshire leg Isliituie, Mr. Augell, when you ad dressed that body bomo years ago. I heard you, und determined to lake oil b.ith check rein and blinders, and Imvo never us"d them since." Our Dumb Animals, ItiiHroail Couiiilsiioii Hill.
