The lato election hasagaln demon
strated the impossibility of conduct
ing a neutral paper in an exciting
political campaign. A number of
papers that have been started in
various localities of tho state, osten
slblyto remain neutral, dispassion
ate, disinterested spectators, have
shown themselves incapable of re
maining out of the whirl. No doubt
the editors meaut well enough. But
tho temptation to dip in overcame
their deslgu or promise to keep
neutral. The feelings engendered,
as tho contllct waxed hot, have not
always been pleasant. In some cases
tho subscribers have wnted their
Ill-will in stopping their subscrip
tions, and in other ways strewing
with thorns the path tho editor has
to travel, who undertakes that dllll
cult and improbable porfoiinance
called a neutral paper.
Whoever undertakes to run a neu
tral newspaper should let politics
alone. There is nothing neutral
about politics. Even the term neu
tral is in Itself an impossibility in
party pollutes. For neutrality
awakens the suspicion of the par
tisan. The bullishness of polities
directs unfavorable attention Irom
all sides upon the man who attempts
neutrality, both before and after tlie
battle. All tho hostilities and poi
sons engendered in an excited politi
cal atmosphere are ant to be poured
(im tin the head of a neutral paper
and much of it often unjustly. In
the very nature of the case this is
unavoidable.
It seems from a most casual in
"gallon into the conditions of
;cjj politics that neutrality on tho
part of a newspaper is not apt to bo
a bed of roses for tho man who be
comes responsible for the conduct of
the papei. Wo believe tho only in
dependence possible and Independ
ence is not to be confounded with
neutrality Is Outturn party paper
that Is itself Independent within
the party. A neutral paper is an
absurb misnomer and impossibility.

Till: I,AUOUIN(i WOMAN.
Society of to-day is on a iinccr
basis, at least ho an old-timer would
exprosit. The laboring woman Ih
now tho stirring feinlnino element
In tho modern, or rather western
social world. Everywhere we feel
how great is the Inlluenco of tho
woman who works, and nee In every
reform or good cause the eU'ecta of
her zeal and faithfulness, linked ton
record of haid work with none of
tho disagreeables shirked. If tho
woman of yesterday has been duub
ed u necessary evil, thu woman of
to-day may bo considered a necessity
for tho Invention of good, for since
she has been transformed from a
beautiful hindrance to a noble
helper tho world's work has pro
gressed as never before. Civiliza
tion, up to the nintconth century
tried to go on one leg and It win a
poor limping alltiir at tho best.
Society even in tho "fi o'clock tea"
strata, is to-day run by tho labmlng
woman. Hho Is tho envied one who
iu her early career learned tho dress
makers' trade, and coupling the
practicality of it to her later culture
and experience, becomes a leader In
tho Idea of sonso iu clothing and an
experimenter fur thu benefit of all
she comes iu contact with. Look at
Mrs. Jonnew-Mlllcr, she Is tho great
achiever who In her early career
lourned a trade or profession aud
can stand for a broken fortune or
hulplesH fit t her or husband and carry
j his projects to completion. Look at
Mrs. Km ul Lobllu, or the wife of the
architect of tho groat Brooklyn
bridge. She Is tho beloved and ad
mired lady who in her humble
homo of poverty and hard work lias
utiooiiHclounly developed a grace of
heart aud quick sympathy that will
hold and bind her husband's follow
er, from the lowly to tho mighty,
and keep hU ideals and ambitions
high and pure, uiid, In secret,
smooth his jwth of every drudgery.
There arc IiisUiichm of this kind, too
plenty.
Hvory tuno we find that tho pow
er upon thu km'IhI throne hs well as
behind It Is the woman who Ih oh-ruble.

Tho world has always welcomed
tho smlle-produccr, nud crowned
with high honors hlm who was ahlo
to mlso two smiles where only one
was known before. Humorists Imvo
been better rewarded than states
men, nnd tho successful clown in
motley army has always won
higher npplauso than tho philoso
pher iu his russet cloak of wisdom.
,11 the writer knew nn Infallible re
cipe for laughter ho would give it to
tho world at once and enjoy seeing
It hold Its sides to keep from burst
ing with laughter.
Let uh seriously consider If wo
mav not increase tho volume of
circulating medium in smiles, nud
tho world's legal tender of ready
laughter. Tho smilo is tho silver of
life; the joy of genuine laughter Is
its clear coin of ringing gold. Per
chance you aro too old, or the hard
ships aud woes of Ufo have smitten
you so severely as to drlvo thes-o
two noblo metals of hilarity
out of your nature. Then let all tho
rest of us laugh on and smile broad
ly while you nod approval In your
sombre leaden sadness. Hut, tako
care you look not too long I It's
catching, thlsepldomlc of grins; be
fore you know a quiet grin, somo
ghost of n ha-ha-ha ! from tho ages

wares. Wo are not writing now for those
ulcMwil easy-laughing people, who
aro always a-caekliug, and whoso
reverberating cachinatlons never
hang Hie a millionth part of a
second. Theie aro slower people,
whoso smile Is a hcarco article and
whoso risibilities tako form in slow
geologic processes. Wo would teach
them to smile oftener In this bright
electric age. Wo would make a
mighty ellort to strike a Hpark oil'
their lliuty taciturnity aud touch tho
button that would discharge a
whole battery of hearty ear-to-ear
grins and stomach-griping gull'aws.
We all need to do more smiling.
We need to suppress our laughter
less. Let the light of our smile and
the echo of our laugh bo not so uji
faniillar. Our solemnity Is ridicu
lous. To test the truth of this as
sertion, let thu most solemn man in
town draw ouo sldo of his mouth
down n littlo in a gentle curve, and
as gently curl tho other sldo up u
trifle, and if he will look at hlmsalf
nil tho dignity ho can muster can
not keep his face from breaking out
In smiles from ear to ear, and hu
will cud in enjoying a hearty laugh
at himself.
