tlon is expected to come, shall be
entitled to membership.

This association is proposed to bo
governed by a board of managers,
to consist tf seven members; or one
from each cour.ty Joining tho asso
ciation. Tho manner and mode of
election of such members to bo reg
ulated by the towns in e.ich county
respectively.

of managers elected, to meet to
gether, and to them is delegated the
power, and it shall be their duty to
carry out the object and purpose of

latter pait. Temperatures of from
80 to 8S degress, occurred in all parts
oftho state. For the week it has
been above the normal. Fiosts oc
curred In sections of Wasco, Sher
man, Gilliam, Morrow, Crook,
Grant, Harney, Malheur, Lake and
Klamath counties on the 8th, Oth,
and 10th, deim: damage to vegeta
tion and tciiil.T plants. Rainfall
fell in thcwtc.ii dlstiicts of East
ern Oregon, in Southern Oregon
and aloug the coast on the "111 and
10th, doing great good to all vege
tation, except in sections of Wasco,
Sherman nud western Gilliam
counties, where, as lu the Will
amette valley, tho rain was very
light. In these latter sections rain
is badly needed. The mornings
have been more cool and cloudy,
and these features have helped
crops along.

Fall and early spring sown wheat
aro growing finely. Late spring
wheat will not germinate propel ly
without more rain. Oats, barley,
rye and corn aro doing very well.
Vegetables are becoming very plen
tiful, but for nil ral" is needed, es
pecially In the Willamette valley.
Fruit prospects continue good.
Grns is growing nicely, the peach
crop is the only one that Is now
sure to be shoi t. If the codliu moth
is controlled, the apple and pear
crop will be good. From most every
correspondent comes the desire for
ruin. In Washington county every
thing Is hi owing rapidly. Cut
worms are injuring tho onion crop.
In Clackamas county eheirlesaud
peaclies promise large yields. In
Vanihlll, the wheat crop will bo
good, without more rain, and fruit
will be abundant, lu Marlon the
dry weather Is Injuring tho crops.
Fruit will be plentiful In Polk, wheat
is doing fairly well. Hop crop will
beau average one. In Ltuu, fall
wheat looks fine. Spring wheat
is uncertain. Fruit plentiful ex
cept peaches. Gardens doing well.
In Benton, wheat on loose, moder.
ately well drained, soil, growing
well. On low undmlucd land wheat
has made but little growth and needs
rain. In Luue some rain fell
on tho 10th, which was very benefi
cial, grass growing rapidly and crops
fine. In Douglas, rain of past 10
days has been very beneficial. Crops
very premising. In Jackson, larmers
are preparing to mow alfalfa, fruit
has escaped frosts and danger from
them Is now past. All crops promis
ing. In Wasco, more rain Is badly
needed, but crops promising. Grass
good. Ruin on 10th, moistened soil
