protection in their business reminds
Ui of the urgent need of protection
of guests against fire. Some of the
most hopeless fire traps imaginable
are among theso very hotels. Every
few months it fire occurs in u hotel
somewhere and the whole nation is
horror Htricken at the report of the
dreadful calamity, whilo hundreds
of families are left to mourn their
bereavement under such circum
stances of horror as freeze their very
souls. Then arises a universal cry
for fire escapes and punishment for
neglect of legal enactments. In a
week or two all is forgotten by the
public until another frightful occurrence-of
the same kind and thus we
have the same round, year after year.
Tf the law exists to protect guests it
is inellleienlly observed. Think of
a house full of all kinds of penplo in
per rooms so situated as to cut off all
hope or escape by their occupants.
This is a mutter of great public con
cern. No ono knows how soon lie
may be placed In some upper room
of a tiro trap, whore his life is in
danger from any slight neglect by
any one in somo or the many sur
rounding rooms. Government
should oiler a great reward to any
person who will invent a perfect fire
escape. Meanwhile hotels should
be compelled to adopt the best possi
ble means in their power, under
severest penalties for neglect.
Would you build your town up
and hold it on a permanet founda
tion? Then do not overcharge or
take advantage of the stranger and
newcomer. Wo say this now, not
to Ihtlihate that it has been 'done in

poor person could live there. Now

prosperity of a city. The mighty
trade of every great point cotnes of
the enormous consumption of the
millions. Even the trade of child
ren in some lines is of supreme
importance and long blocks of splen
did retail stores are sustained by
the pennies so freely expended by

carefully avoid it and shudder at

tax clause is added to tho water
bonds it will injure their sale in
Eastern cities. This is a mistake.
Theso bonds could bo taxed as other
credits ifthcre be no clause in the
law exempting them from taxation.
To make them taxable needs no
clause in the law authorizing their
taxation. The general laws or tho
stuto provido Tor taxing all credit,
not made exempt by tlio laws or the
stato or United States, and tho ex
emption or theso bonds from taxa
tion within tills stato would not pro
tect them from taxation in other
stales it held by citizens of such
states, as our state laws can not ex
tend their authority, or protection
beyoiid the limits or the state. Sup
pose, ror illustration, that untaxable
bonds r San Fianclscowcro owned
and held In the city or Portland
they would bo taxable credits In tlio
hands or such owners in this state.
It is different with United Stains
bonds, for the laws of congress ex-
tondoverall tho states of the Union.
These bonds would sell hist as
well in Eastern cities without, as
with the exemption clause. Tho
exemption simply gives Oregon cap
italists tho advantage, and this may
bo a reason for their anxiety about
the exemption clause.
It would bo a good thing for Port
land to compel the wholo stato to
help pay lor her water supply, but a
bad thing for all taxpayers oit, side
of that city. It would bo a good
tiling for Salem, also to have help
from the rest of the state to mako
her contemplated Improvements.
