The Republicans ol the United Slates, ambled by their delegates in National convention, pause on the theshold of their proccdings to honor the memory of their first great leader, the immortal champion or liberty and the rights of the people Abraham Lincoln; and to cover also with wreaths of imperishable remembrance and gratitude the heroic names of later leaders, who have more recently been called away from our councils Crant, Garfield, Arthur, Logan and Conkliug. May their memories bo faithfully cher ished. Wo also recall with our greetings and with praier for his recovery the name ol one of out living heroes whoso memory will bo treasured in the history both of Kopulilicaus and of the Republic the name of that noblo soldier and favorite son of victory, Philip II Shciidan. In tho spirit of those great leaders, and of our own devotion to human liberty, and with that hostility to all forms of despot ism and oppression which is the funda mental idea of the Republican party, we send fraternal congratulations to our fel low Americans of Ilrazil upon their great act ol emancipation, which completed tho abolition of slavery throughout the two American continents. Wo oarntstlv hope that we mav soon congratulate our fellow- citizens of Irish birth upon the peaceful recovery of homo rulo lor Ireland. Wc alliiin our unswerving devotion to tho National Constitution and to the in- disjolublo Union of the states : to the au tonomy reserved tho states under tho Con stitution : to the personal rights andblier ties nf citizens in all the States and Terri tories in the Union, and especially to tho supreme and sovereign right of every lawful citizen, rich or poor, nativo or foreign bom, whito or black, to cast ono free ballot in public elections, and to have that ballot duly counted. We hold thu freo and honest popular ballot, and the just and equal representation of all tho people, to be the foundation of our republican government, and demand ef fective legislation lo sccum the integrity and purity of elections, which are the fountains of oil public authority. Wc charge that the piosont administration and tho Democratic majority in Congress owe their existence to the suppression of the ballot by a criminal nullification ofthe Constitution and laws of tho United States. . Wo are uncompromisingly in favor of the American system of protection. Wo protest against its destruction proposed by thu piusulent and his parly. They servo the inteiests of Ktuope; wo will support the interests of America. We ac cept tho issues and confidently appeal to the people lor their judgment. The pro tective sjBtem must be maintained, Its abandonment has always been followed by general disaster to all interests, except thoso of tho usurer and tho shentr. Wo denounce the Mills bill as destructive to tho guneral business, thu labor and the fanning inturests of the country, and we heartily endorso tho consistent and liatiiotic actions ol the Republican Rop- rcsenlativcj iu Congress in opposing its iassago. Wo condemn the proposition of the Democrat!!) paily to place wool on the free list, ami we insist that the duties thereon shall lo adjusted and maintained so as to furnish full and adciltiato protection to that industry. The Republican party would effect a'l needed reduction of the National revenue by lepealing tho taxes on tobacco, which arc an annoyance and burden to agriculture, and the tax upon spirits used in the arts and for mechanical purposes; and by such tevUlon or the tarillas will tend to cliecx ininoits of such articles as are produced by our people, tho production of which gives employment to our isuor, ami release iron, import duties those articles of foreign pro ductlou (excetit luxuries) the like of which can not lo piodticed at home. If there shall still lemaiii a target revenue thai iri requisite for the wants ot the government we favor tho entire repeal of internal taxes rather than the surrender of any lwrt of our protective system at tho joint behest of the whisky ttusts ami th agents of foreign manufacturers. We declare our hostility to the Introduo tion into this couutry of foreign contract labor, and of Chinese laUu, alien to our civilisation and our Constitution, and we demand the rigid enforcement of the ex isting laws against it, and favor such im mediate legislation as will exclude such labor from our thoies. South Dakota should of right be immediately admitted at a State iu the Union, under the con stitution framed and adopted by the people, and we heartily indoiee the action of the Republican Senate in twice passing bills for her admission. The refusal of the Democratic House of Representatives, for paitisan purposes, to favorably consider theeo bill;, s a willful violation of the sacred American principle of local self government, and merits the condemnation of all just men. i lie pending bills in the Senate for acts to enable the people of Washington, North Dakota and Montana Territories to form constitutions should be passed without unnecessary delay. The republican part) pledges itself to do all in its power to fa cilitate the admission of the territories of New Mexico, Wyoming, Idaho and Ari zona to the enjoyment of telf-goyernment as states, such of them as ate now quail- tied, as soon as possible, and the others as soon as they may become so. The political power ol the Mormon church in the territories, as experienced in the past, is a menace to free institutions too dangerous to be long suffered. There fore wo pledge tho republican party to ap propriate legislation asserting tho sover eignty of the nation in all territories where tho same is questioned, and in tutthcrancc of that end to plzce upon tho statute books legislation Btringent enough to divorce the political from tho ecclesias tical power, and thus stamp out the attendant wickedness of polygamy. The republican party is in favor of the use of both gold and silver as money, and condemns the policy of the democratic administration in its efforts to demonetize silver. Wo demand the reduction of letter postage to I cent per ounce. In a republic like ours, where the citizen is the sovereign and the official the servant, where no power is exercised except by the will ol the people, it is important that the sovereign the people should possess intelligence. The free school is the promoter of that intelligence which is to preserve us a free nation; therefore, the state or nation, or both combined, shou'd support freo'ms'litutions of learning, sullicient to afford to every child growing up in the land the oppor tunity of a good common school edu cation. We earnestly recommend that prompt action be taken by Congress in. the en actment of such logiHlation as will be-t secure the rehabilitation of our American merchant marine, and 5 protest against the passage by Congress of a free ship bill, as calculated to woik injustice to labor by lessening the wages of those engaged in preparing materials, as well as those directly employed in our ship yards. We demand appropriations for the early .ehuildtug of our navy; for the constiuction of coast fortifications and modern ordu?nct', and other approved modern means of defense for the protec tion of our defenseless harbors and cities; tor tho payment of just pensions to our soldiers; lor necessary works of National importance in the improvement of harbors ami the channels of internal coastwise, and foreign commerce; for the encouragement of tho shipping interests of the Atlantic, Gulf and Pacific States, as well as fur the payment of the maturing public debt. This policy will give em ployment to our labor, activity to our va rious industries, tucrease the security of our country, promote trade, open new and direct markets for our produce, and chcapeu the cost of transportation. We n Hi nil this to be far better for our country than the democratic policy ot loaning the government money without interest to "pel bauks." The conduct of foreign affairs by the present administration has been distin guished by its inefficiency and its coward ice. Having withdrawn from the Senate all ponding treaties effected by republican administration for the removal of foieign burdens and restrictions upon our com merce and for itt extension into better matkets, it has neither effected nor pro posed any others in their stead. Profess ing adherence In tho Monroe doctrine, it has teen with idle complacency the exten sion of foreign tntlueuce in Central America, and of foreign trade everywhere among our neighbors. It has infused to charter, sanation or encourage any Amer ican organization far constructing the Nicaragua canal, a work ot vital Import ance to the maintenance of the Monroe doctrine, and of our national influence in Central and South America, and neces sary for the development ol trade with out Pacific territory, with South America auil w ilh the ulamU ami further coasts ol the l'joilic Ocean. The gratitude of the nation to the de fenders of the union can not be measured by laws. The legislation of Congress should conform to the pledges made by a loyal people, and be so enlarged and ex tended as to provide against the oossibility that any man who honorably wore the federal dniform shall beuome the inmate of an almshouse, or dependent upon private chanty.
