The Republican! ol the United Slates,
aistmbled by their delegate! in National
convention, pause on the theshold of their
proceedings to honor the memory o( their
first great leader, the Immortal champion
of liberty and the rigliti of the people
Abiaham Linceln: and to cover alio
with wieaths ofimperishable remembrance
and gratitude the heroic names of later
leiJers, who have more recently been
called away from our councils Grant,
Garfield, Arthur, Logan and Conkliui;.
May their memories be faithfully cher
ished. We alao recall with our greetings and
with prayer for hit recovery tho name ol
one 01 our living heroes whose memory
will be treasured in the history both of
Republicans and of the Republic the
name of that noble soldier and favorite
son of victory, Philip II Sheiidau.
In the spirit of those great leaders, and
of our own devotion to human liberty, and
with that hostility to all forma ol despnt
ism and oppression which is the funda
mental idea of tho Republican party, we
send fraternal concratulations to our fel
low Americans of liranl upon their great
act (il emancipation, which completed tho
abolition of slavery throughout the two
American continent". Wo earntstly hope
that we may soon congratulate our fellow
alliens of Irish birth iijMin the peaceful
recovery of homo rule for Ireland.
We alliim our unswerving devotion to
tho NMioiml Constitution and to the in
dissoluble Union of the states : to the au
tonomy reserved tho states under tho Con
stitution : to the personal rights and liber
ties of citizens in all the Stales and Terri
tories in tlio Union, and especially to
tho supreme and sovereign riuht of
every lawlul citizen, rich or poor,
native or foreign born, whito or black, to
cast ono free ballot ir. public elections,
and to have that ballot duly counted. We
hold tho free and honest popular ballot,
and the just and equal representation of
all tho people, to be the foundation of our
republican government, and demand ef
fective legislation to socurn the integrity
and purity if elections, unich are the
fountains of nil public authority. We
charge that the present administration
ami tho Democratic majority in Congrosa
owe their existence to the suppression of
the ballot by n criminal nullification ol the
Constitution and laws of tho United
States,

the American system of protection. Wo
protest against its destruction proposed
by thu president and Ins party. They

list, and we insist that the duties thereon
shall ho adjusted and maintained so n to
furnish full and adequate protection to
that industry.
The Republican parly would effect a'l
needed reduction of the National revenue
by repealing tho taxes on tobacco, which
arc an nnnoyancoand burden to agriculture,
and the tax upon spirits used in the arts
mid for mechanical purposes; and by such

imports of such aiticlus as are produced b)

tion for Statehood, all officers '.hereof
should be selected from the bona fide
residents and citizens ot the Territory
wherein they are to serve. South Dakota
shonld of right be immediately admitted
as a State in the Union, under the con
stitution framed and adopted by the
people, and we heartily indotse the action
of the Republican Senate in twice
passing bills for her admission. The
refusal of the Democratic House of
Representatives, for partisan purposes, to
f ivorably consider these bill, 1 a willful
violation of the sacred American principle
grade of tha service to which it is applic
able. The spirit and purpose of the re
form should be observed in all executive
appointment, and all taws at variance
with the object of existing reform legisla
tion should be repealed, to the end that
the danger to free institutions which lurks
in the power of official patronage may be
wisely and effectively avoided."
The gratitude of the nation to the de
fenders of the union can not be measured
by laws. The legislation of Congress
should conform to tho pledges made by a
loyal people, and be so enlarged and ex
tended as to provide against the possibility
that any man who honorably wore the
lederal uniform shall become the inmate

of local self-government, and merits the I of an almshouse, or dependent upon
condemnation of all just men. Ine
pending bills iu the Senate for acts (o
enable the people of Washington, North
Dakota and Montana Territories to form
constitutions should be passed without
unnecessary delay. The republican party
pledges itself to do all in its power to fa
cilitate the admission of the territories of
New Mexico, Wyoming, Idaho and Ari
zona to the enjoyment of telf-government
as status, such of them as aro now qualt-
ueu, as soon as possible, and the others as
soon as they may become so.
The political power of the Mormon
church in tho territories, as experienced iu
tho past, is a menace to free institutions
too dangerous to be long suffered. There
fore wo pledge tho republican party to ap
propriate legislation asserting the sover
eignty of the nation in all territories
where tho same is questioned, and in
lurthcrance of that end 10 piece upon the
statute books legislation stringent enough

attendant wickedness of polygamy.
Tho republican party is in favor of the
use of both gold and silver as money, and
condemns thu policy of tho democratic
administration in its efforts to demonetize

In a republic like ours, where tlio
citizen is the sovereign and tho ofliciat the
servant, where no power is exercised
except by the will of the people, it is
important that the sovereign the people
should possoss intelligence. The free
school is the promoter of that intelligence
which is to preserve us a free nation;
therefore, the state or nation, or both
combined, should support freo institutions
of learning, sufficient to afford to every
child growing up in the land the oppor
tunity 01 a good common school edu
cation. Wo earnestly rocomtnend that prompt
action be taken by Congress in tho en.

We denounce the hostile spirit shown by
1'residant Cleveland in bis numerous
vetoes of measures for pension relief, and
the action of the democratic house of
representatives in refusing even a consid
eration of general pension legislation.

enunciated we invite the co-operation ol
patriotic men of all parties, and especially
of all workingmen whose prosperity is
seriously threatened by the free trade
policy of the present administration.
