and State Eorernmeat, and be admitted
into the Union. Pending the prepara
tion for Statehood, all officers '.hereof
should be selected from the bona fide
residents and citizen ot the Territory
wherein they are to serve. South Dakota
should of right be immediately admitted
as a State in the Union, under the con.
stitution framed and adopted by the
people, and we heartily indoise the action
of the Republican Senate in twice
passing bills for her admission. The
refusal of the Democratic House of
Representatives, for paitisan purposes, to
favorably consider these bills, is a willful
violation of the sacred American principle
oflocal self-government, and merits the
condemnation of all just men. The
pending bills in the benate lor acts lo
enable the people of Washington, North
Dakota and Montana Territories to form
constitutions should be passed without
unnecessary delay. The republican party
pledges itself to do all in its power to fa
cilitate the admission of the territories of
New Mexico, Wyoming, Idaho and Ari
zona to the enjoyment of self-government
as states, such of them as are now quali
fied, as soon as possible, and the others as
soon as they may become so.
Tho political power of the Mormon
church in the teiritories, as experienced iu
tho past, is a menace to free institutions
too dangerous to be long suffered. There
fore wo pledge the republican party to ap.
propnato legislation asserting the sover
eignty of the nation in all territories
wneru ino same is questioned, and in
turthcrance of that end to pltpe upon the
statute books legislation stringent enough
to divorce the political from the ecclesias
tical power, and thus stamp out the
attendant wickeduess of polygamy.
Tho republican parly is in favor of the
use of both gold ami silver as money, and
condemns tlio policy of tho democratic
administration in its efforts to demonetize
silver.
Wo demand the reduction of letter
postage to I cent per ounce.
In a republic liko ours, where the
citizen Is the sovereign and tho official the
servant, where no power is exercised
except by the will ol the people, it is
important that the sovereign the people
should possoss intelligence. The free
school is the promoter of that intelligence
which is to preserve us a free nation;
therefore, the state or nation, or both
combined, should support freu institutions
of learning, sullicicnt to afford to every
child growing up in the land the oppor
tunity of a good common school cdu-
cation.
Wo earnestly recommend that prompt
action be taken by Congress in the en
actment of such legislation as will be.t
secure tho rehabilitation of our American
merchant marine, and ws protest against
tho passage by Congress of a free shin
lull, as calculated to work injustice to
libor by lessening the wages of those
engaged in preparing materials, as well
ns thoso directly employed in our ship
yards. We demand appropriations for
the early .ehuildiug of our navy; for the
construction of coast fortifications and
modern ordnance, and other appioved
modern means of defense for the protec
tion of our defenseless harbors and
cities; tor the payment of just pensions
to our soldiers; far necessary works of
Piattonal importance in the improvement
oi harbors anil the channels of internal
coastwise, and foroigu commervu; for the
encouragement of tho shipping interests
of the Atlantic, Gulf and Pacifio States, as
well as for the payment of the maturing
public debt. This policy will gue em
ployment to our labor, activity to our va
rious industries, lucreasc the security of
our country, promote trade, open new
and diioct maikots for our produce, and
cheapen the cost of transportation. We
allirm this to be far bettor for our country
than the democratic policy of loaning tho
government monoy without interest to
"pet banks."
The conduit of foreign affairs by the
present administration has been distin
guished by its inefficiency and its coward
ice. Having withdrawn from the Senate
all ponding treaties effected by republican
administration for the removal of foieigu
burdens and restitutions upon our com.
merco and for its extension into betltr
markets, it has neither ellected nor pro
posed auy others in their stead. Profess
ing adherence to tho Monroe doctrine, it
has seen with idle complacency the exteu--lon
of foreign inlluenco in Central
America, ami of foreign trade everywhere
iiinoug our neighbors. It has infused to
charter, sanction or encourage any Amer
ican organization for constructing the
Nicaragua canal, a woik ot vital import
iuio. to the maintenance of the Monroe
doctrine, and of our national intlueuce iu
tVntnl and South America, and ueces
uti) lor tho development ol trade with
out 1'aciic territory, with South America
and with this islauds aud further coasts of

ministration for its weak and, unpatriotic

able. The spirit and purpose of the re
form should be observed in all executive
appointments, and all laws at variance
with the object of existing reform legisla
tion should be repealed, to the end that
the danger to free institutions which lurks
in the power of official patronage may be
wisely and effectively avoided."
The gratitude of the nation to the de
fenders of the union can not be measured
by laws. The legislation of Congress
should conform to the pledges made by a
loyal people, and be o enlarged and ex
tended as to provide against the possibility
that any man who honorably wore the
federat uniform shall become the inmate
of an almshouse, or dependent upon
private charity. In the presence of an
overflowing treasury it would be a public
scandal to do less for those whose valor,
ous service preserved the government.
We denounce the hostile spirit shown by
rrcsident Cleveland iu his numerous
vetoes of measures for pension relief, and
the action of the democratic house of
representatives in refusing even a consid
eration of general pension legislation.
In support of the principles herewith
enunciated we invite the co-operation ol
patriotic men of all parties, and especially
of all workiugmen whose prosperity is
seriously threatened by the free trade
policy of the present administration.

cern ol all good government is the virtue
and sobriety of the people and the purity
ot the home. ihe republican party
cordially sympathizes with all wise and
well directed efforts for the promotion of
