Policeman II. Uarndrick while
stnnding on Commercial street near
the corner of State, noticed a lurid
light in the sky in the northwestern
part of the city, and thinking that
the cooperage back of the State
Insurance olllee was on lire, he im
mediately gave the alarm. The
department responded with its usual
alacrity and on arriving at Center
St., it was discovered that the large
chair factory of Mount & McMillen,
on the river front and Union streets
was the building on lire.
In less than ten minutes No ,Ts
had a stream from the hydrant and
Papitnls nnd Tigers several streams
from the hitter's engine upon the
burning building, but the lire had
gained such headway that it was
impossible to save it.
Itepoits as to where the lirestarted
are conflicting, some claiming that
It originated in the north end while
others insist that it was in the south
west corner of the building when

of the lire is unknown, although
the general belief is that it M'as of
incendiary origin. Tho building
was full of dry wood, shavings and
other combustible material and burn
ed very rapidly, Two hundred doz
en finished chairs were stored in
the north end of the building and of
this number 31 dozen were saved.
Thero were 200 dozen more under
way in the shop and material for
about 100 dozen more. The
eflorts of the liremen were
successful in saving the engine and
tho dry house, but the building with
its machinery and contents, with
ino exception ol that stated above,
was a total loss. The factory was
owned by a joint stock company,

met in Portland at 10 o'clock yester
day a.m. The delegation from Mari
on county was only exceeded in num
ber by that from Multnomah. At
10:30 Prof. G. M. Miller called the
assemblage to order. As the train
bearing the delegates from Marion,
Linn, Lane and Douglas counties
was three hours late, he recom
mended that an adjournment he
taken till 1 o'clock. A motion to
that eli'ect prevailed. Shortly before
2 o'clock the delayed delegates
arrived, and tho convention re
assembled, ltev. O. Taylor was
chosen temporary chairman and N.
1$. Gaylord temporary secretary. A
committee on credentials was ap
pointed, and a recess taken to give
the committee time to report. On
re-assembling the committee report
ed the names of those delegates
entitled to their seats, which report
was adopted.

manent organization, who retired to
prepare their report.
The committee on platform was
composed of one member from each
county, .1. M. Dick, from Marion
county, being placed on the com

of C. C. Jlogue, ofBonton, for chair
man, and K. 10. McKinney, of Mari
fn, and C. II. Stockton, of Clatsop,
oor secretaries.
The nominations were as follows :
For congress, T. W. Davenport, of
Marion ; supreme judge, to be select
ed by the executive committee ;
presidential electers: Dr. A. C. Kin
ney, of Clatsop; 1$. F. Jiamp, of
Douglas; and (). D. Taylor, of Was

Washington, Mar. 28. The new
Chinese treaty, which was made
public to-day, provides that for a pe
riod of twenty years, dating from
the exchange of ratiilcations, the
coming of Chinese labours to tho
United States is prohibited. This
does not apply to a Chinese laborer
who lias a lawful wife, child or par
ent in the United States, or property
therein to the value of one thousand
dollars, or debts of like amount duo
him. Every Chinese laborer, on
leaving the United States, must, as
a condition for his return, deposit
with the collector of customs of the
district from which he departs, a full
description in writing of his family
or property or debts, and shall be
furnished with a certilicate showing
ids right to return to the United
States. Should this statement prove
false, he forfeits Ills right to return.
Such right of return shall bo exer
cised within one year from the date
of leaving the United States, but
may be extended for an addition
al period which must not exceed ono
year. The existing privileges of
travel and sojourn in (he United
States to Chinese olllcials. teachersy
students, merchants and travelers
for curiosity and pleasure remain
undisturbed. ( 'liinese laborers shall
have for the protection of their per
sons and property, all the rights
given by the laws of the United
States, except (he right to become
naturalized citizens. It is agreed In
(he treaty to pay $27.r),((ll) as full In
demnify for all tho losses sustained
by Chinese subjects, who have been
victims of injury in person and
property at (he hands of wicked and
lawless men. If within six months
before the expiration of a period of
twenty years, neither government
formally gives notice to the other of
its termination, the treaty shall re
main in force for another period of
