TAXATION.
The present system of raising rev
enue for state purpones makes it im

Hoards of equalization to study the

er assessors, else one county may
pay more than its Just proportion
of the state tax. If property is val
ued a third higher in Mini county
than in Lane, then will Linn, by
the present plan, pay one third more,
proKrtionately, of the state tax.
Kadi county should make Its levy
lndeeidently of the others. The
state tax should Ikj determined, not
by a levy of so many mills on all
the property of the state, but rather,
each eounty.'should be required to
pay a specllled sum.
That an equitable adjustment of
values nmy be secured, a State board
of Kqtmllntlnn should bo created,
with power to raise and lower for
state purposes only, the assessed val
ues of the dill'erent classes of proper
ty. When thu assessment rolls have

carefully compare them, and equal
ize the values upon an uniform basis.
Then derive a ratio of the amount
