to public health, and not to conditions
which may theoretically become a

stantially prohiDit or burden either for

ment of unnecessary quarantine laws
and regulations. ' To cause every train
coveying passengers,, on entering the
state to stop, all passengers' to leave the
ears and the cars then to be thoroughly
cleansed would be regulating interstate
eommeree, not within the power of the
state to authorise, eon gress alone hav
ing that authority.
