Salem has what they call "The
Greater. Salem, Commercial 'cinb.
composed of about 600 member who
are required to pay $3 a yean giving
the club about. 11,500 annually. . A
small amount of this paye the- expense
of the clubhand the remainder is used
for advertising the advantages and re
sources of the Capital City and Marion
county, or j for arty purposes 'which
seems of most benefit to that city, and
county. . The Club has Just published
a beautiful pamphlet of about 25 pages
of the size or an ordinary envelope, so
w can d enclosed in a' letter. This
little booklet was compiled by the Bu
reau of Literature, composed pf Scott
Bozortb, chairman; Frank Davey. H.
Dt Trover1, and W. Merriman, and
printed by . the Oregon Statesman Job

the custom of the Hofer Brothers dur
ing the last twelve years. As we .went
down Sunday, A. t If." Hofer, Jr, was on
the" train fromjAlbany to Salem, re
turning from his outing at Taqulna,
and as wefcame-up Tuesday the other
.brother was on his way to Yaqulna.
Having spent four years at Salem this

Greater Salem Commercial Club at the
city, hall on Monday afternoon, at 2
o'clock sprung quite a surprise by no
tifying Secretary Judah, of the club.

Mme. Sempis did not accompany her

knowing- that they had been without
food, and determined to feed them, as
they were apparently quiet. The In
stant Mme. Sempis entered-the Iron
enclosure, the Great. Danes leaped upon
Her like hn'nfrv tlcers. They bore her
to the ground and she vainly sought
to save herself, their teetn same i ner
arms and body. Her struggles appar
ently maddened the arimals the more:
The coachman heard the scream of
Mme. ; Sempis. i She begged the man
to save her. , He ran to the stable for
a pitchfork. When he returned the
Great Danes had fearfully torn their
victim. fTne coachman 1 fought the

bors.and carried Mme. Sempis from the
inclo'sure in a dying condition. "
. A few minutea after M. Sempis and
his guests returned she succumbed to

words with her husband, who is neatly
erased by the terrible accident. -

on call of the mayor, at the' city hall
last night, and a large amount of busi
ness was disposed of. ' .
The report of the committee on fire
and water upon the purchase of 600
feet of new hose for the fire department
was adopted and the recorder was In
structed to Issue a warrant In payment
of the purchase.'
Chairman Stolz, of the committee on
health and police, reported that fha

and Cottage streets, which was report
ed some time ago and ordered abated.

The Salem Military Band filed a. com
munication with, the council to the
effect that 'a series of evening concerts
had been planned by that organization
in Wilson V Avenue v band stand
to take place duping the summer sea
son;, that the Salem Light, Powfer &
Traction Company had kindly offered
to supply electric lights for the stand
providing'. the city would bear the ex
pense of , wiring the stand, - and peti
tioned that the council make order
complying with -'this provision. . It was
ordered, on motion, that the council
comply with ihe request.-and bear the
expense of having the stand wired for
electric lighting. ,)
Cduncilman Stolz. of the committee
on fire and water, to which committee
the Inspection of hydrants in the city
was referred, reported tha a tour of
inspection had been made and that the
stand-pipe on Marlon street .was found
to be so situated as to not be available
during the winter months, when It was
submerged with water and mud, and
recommendel that It be transferred to
a convenient corner on a more advan
X'Pous spot , and, upon motion, the
chief of the fire department was In
strutted to. investigate and adopt the
latter plan of trocedure.
The committee en streets and public
property fimd its report upon the mat
ter of constructing a sewer in block
No. 88. bounded, by Marion, ?, Union,
Twelfth and tiiHal streets, including
the plans and specifications for the
work and stating Ih thevreport that the
approxftnate cost of theKprk would be
$350. The report was adop
. The committee on fire and water sub
mitted a resolution for the abolishment
of all Ignitable' trash and debris Which
has been allowed to accumulate In the
alleys In the business portion of - the
city, which was read and adopted as
follows: -
"Resolved By the common council
of the city of Salem. Oreiton, that the
public safety demands the thorough
and immediate inspection of the busi
ness premises of the city, with' ft view
of. minimizing the danger of fire Inci
dent to the accumulation of trash and
combustible materials In the back yards
of the stores and in the alleys, and to
the end that such menace shall be re
moved. It Is hereby ordered by the
council that' the city marshal and
chief of the Ore department of- this
city, aS fire wardens, proceed, without
delay to inspect the premises and alleys
in the business part of the city and di
rect the retrieval of all materials likely
to cause, or contribute to. fire, and to
report fully, in this relation at the next
meeting of this council."
Pursuant to an order of the council
at a previous meeting, City Recorder
N. J. Judah presented a bill for an
ordinance "prescribing the material to
be used, and the manner and method
of construction to be observed. In the
districts In this city, and for the main
tenance 4f uniform curb lines within
this city" "which ordinance was read
twice and referred to the committee on
ordinances ;ith Instructions to amend
so as to include a clause providing for
the establishment nd maintenance of
a uniform grade for the but iding of
sidewalks. The full text of the ordi

permission to erect a ,fwo-rtory brick
building adjoining that of Jos. Meyerr
& Sons on Court street, was allowed.
Councilman Stolz called the atten
tion of the council to the work recently,
carried on by the street railway conj,-
pany in repairing the car, track on-i
Commercial street and In .-so doina: de
stroyed a considerable amount of the
cement cross-walks, and recommended
that the matter be -referred to somf
committee to adjust the matter wtih
the company, as it was understood tb
company was willing to co-operate and
Improve the present cross-walks to th
extent of laying cement wajks between

protection of timber and other proper
ty from. fire. The great value of Ore
gon's timber makes, greater care Im
perative, ' and .the Legislature '..has
therefore wisely determined . to - do all
possible to protect the forests. The
text of the proclamation Is as follows:
Whereas,'an act passed by the Leg
islative Assembly of the state of Ore
gon, at Ms seventeenth regular session.
entitled An Act to Protect Timber
and Other Property from Fire,' con
tails, the following:
"Section 1. If any person shall ma
liciously, with Intent to injure any Toth
er person, by himself or any other per
son, kindle a fre on bis own land or the
land of any other person, and by means
of such fire the buildings, fences, crops
or other personal property or wooded
timber lands of any other person shall
be destroyed or Injured, he shall, on
conviction, be punished by a fine of not
less than twenty dollars nor more than
one thousand dollars, or by imprison
ment in the county jail not less than
three months nor more than ' twelve
monthl, according to the aggravation
of the offense. ! ' .'
"Section 2. If any person . shall,
without malice, kindle any fire in any
field, pasture, enclosure, forest, prairie
or timber land not his own. without
the consent of the owner, and the same
shall spread and do damage to any
buildings, fences, crops, cord wood, bark
or other personal property not his own.

not exceeding one thousand dollars, or
Imprisonment not exceeding one year,
or by both such fine and Imprisonment,
provided, that nothing herein contain

good faith sets a back fire to prevent
the extension of a fire already burning.
"Section 5. Upon any prosecution
ander this act, one half of the flne im
posed shall be paid to the . person who
first gives information thereof to the
district attorney for the district In

county treasury for the benefit of the
common sehool fund of the county In
