ident today made public thle -statement
on Admiral Schley's appeal and the
answer thereto, from the Navy Depart
ment! The President says: "I have
examined both with utmost care, ae
well as the preceding appeal to the
Secretary of the Navy. I have read
through' all the testimony taken before
the court and the statements of coun
sel for Admiral Sampson and Admiral
Schley; have "(examined all the official
reports of-every kind in reference to
the Santiago naval campaig i, and have
also personally had before ine the four
surviving captains from tht five ships,
aside from those of the two Admirals,
which were actively engaged at Santi
ago. It appears triat the Cturt of In
quiry was unanimous in its findings of
fact, and unanimous in its expressions
of opinion and most of its findings of
fact. No appeal is made to me from
the verdict of the court on these points.
