general ground that any such arrange
ment would be destructive of the "open
door" policy of this Government in he

lomatic negotiations with the other
foreign Governments concerned, and to
now deny to the other Govrnments?the
same trede facilities with the Phiiip
pines, enjoyed, by! the United 'States,

The Senators from Kentucky Deboe,

took opposing positions.
, Senator Blackburn objected to the
confirmation on the grouna mat Sharp
