have the honor to herewith 'transmit
to you, and through you, to the legis
lative assembly of the state of Oregon,
my official report of the transactions
of this department, for 'the; biennial
term ending December SI, 1S9 show
ing in detail the receipts and disburse
ments of the department; the, balances
remaining; In the various funds;, the
financial liabilities of the state; the
amount of 'delinquent taxes, ' together
... - -
with the interest thereon due from the
several counties; the deposits, made by
the foreign insurance and express com
panies doing business In the estate; an
abstract of the loans madefrom the
various trust funds, and other matters
pertaining to the state finances.
The failure "of ' organisation on the
oart of the lesrislative assembly of 1897.
and the work Incident to and entailea'
on this department by the special ses
sion of 1898. has crowded into the last
three months the greater part of the
detailed ' labor of the preceding two
years. With as little delay as possible,
however, after the close of the special
(session, and under date of November
;1, 1898. I advertised for all outstanding
state- warrants; endorsed by me as
"Not paid for.w-ant of funds" toj and
including April 7, 1898, with tbe excep
tion of warrants drawn upon the
swamp land, fund.! By this j means I
called in endorsed warrants to the face
amount of $314,909.01, upon which inter
est, was due in the further amount of
$37,348.90, thus "making provision for
the redemption of state obligations to
the total amount of $552,257.91. . In ad
dition to this I have paid, vpon presen
tation, all warrantsi drawn! on the gen
eral fund since the passage of the gen
eral appropriation bill by the legis
lative aBsenJbly, under date of October
22, 1898, since which dale no warrants
have been endorsed, . Doing this, how
ever, has ncessarily prevented me from
calling In all Outstanding warrants,
there still remaining outstanding .lia
bilities of thte character to
thie " amount M $213,984j.8S, to
gether with accrued;, interest thereon
from date of endorsement. Those war
rants, however, ; Were all endorsed be
tween' April 7th' and October 22, 1898,
prior to' which former date no interest
wilt be due. , A' detailed Statement of
the amount of Interest paid, on each
warrant will be found under the head
of . disbursement from the - general
fund. ' ' V - ' -: '

the large amount. rf money now' lying
idle in the comnion school fund prin
cipal, as well as that of the state uni
versity and axriciiltursal college funds.
Previous to the past two years the
demands for loans from the several
trust, funds of the state far j exceeded
their resources.! fOwing, however, to
restored confidence on the part of
capitalists, f qnds . hertofore I hoarded
are now seeking Investment at a rate
of interest much less than that charged
by'; the state for; loans made from its
trust funds. This, together With pro
lific crops and fair pflces therefor, has
very materially decreased he demand
for. state loans. It is, a noticeable fact
that very many, of our best loans are
now being paid, off with money bor
rowed from locaV and ; foreign capital
ists at a rate Of Interest ranging from
6 to 7 rer cent, f he trust funds of the'
state are, as a natural result, .rapidly
accumulating with . comparatively . lit
tle demand for Investment. ' The ques
tion of lowering the rute of interest on
state loans is ai mattier. therefore, de
serving the -careful consideration of
the members of the incoming legisla
tive assembly. - J 1i ' '!"
There are accummulatlons in several

become available; in the payment of
the Current expenses of the state gov

on net premiums received by foreign

same.f amounts, to $48,758.87. Cnder the
provisions of tb4 act referred to. this

!,lble school fund? and becomes a part of
the accumulation thereof, that is now
lying Idle In the state treasury This

ment of the general expenses of the
state government, and thereby assist

same suggestion, might also apply to
the university tajt fund $15,919.34, the
mlntary fax -fund ($1,747.03), the tide

Issued by the secretary of state and en
dorsed by me, under date of December
11. 1S94, on the Eastern Oregon insane
asylum funcf' for $25,000. the ! payment
f which was fenjoined by ..the courts
and referred to by, m in my last . re
port, has been finally disposed of and
the warrant duly cancelled, "i
Under an act passed by r this legisla
tive assembly of 1893,1 the State treas
urer Was instructed to' Charge interest,
at the legal rate, on all state taxes
that became delinquent under; the gen
eral laws of the state. .Under these pro
visions the tax in some of the counties
became delinquent in March of each
Tear, while other counties enumerated
therein became delinquent sixty days
later. : This law " passed before the
days of railroadj and modern; mail fa
cilities in- this state, is now partial In
Its provisions and should be so amend
ed as to make all taxes delinquent on
a uniform date. The 'date .now fixed,
by ; law is earlier, as a rule, thaa that
upon which the sheriffs of the sweral
counties receive, the tax roll, making
it an impossibility for the county au
thorities ' to collect and remit these
taxes prior to the date of delinquency.
The law should, therefore., be further
amended, giving the counties a rea
sonable time in which to collect - and
remit the amount due as state taxes
before they become delinquent and in
terest charged thereon. In this connec
tion I might add that a few of the
counties pay .'this Interest when ; de
manded, while others not only remain
delinquent in its payment, but ab
solutely refuse to pay the same. The
law should be so modified as to' obviate
an unnecessary! hardship, but. at the
same time to provide for the payment
of the state tax when the same be
comes due and payable. -:' :J
