The Department of Veterans’
Affairs has announced that all
its available loan funds are
committed to applications on
hand. As a result, according to
H. C.
Saalfeld,
director,
veterans applying for loans from
May 11 on will be informedthat
funds may not be available until
mid-Septmeber.
The
veterans’
depart­
ment reached the constitutional
limit of bonds it could insure
when it sold $17 million worth
in early April. Saalfeld said
he expects to pick up another
$38 million in bonding authority
in August based on this year’s
new, higher true cash value
of all taxable property in Ore­
gon. A bond sale will be sche­
duled based on that, according
to Saalfeld.
The department as of May 11
had 2,350 loan applications in
process, with funds com­
mitted to these applications in
excess of $34 million.
Veterans who apply for loans
starting May 11 will be infor­
med immediately that funds will
not be available for their appli­
cations until about September
15, and that the availability of
funds at that time will be sub­
ject to the sale of bonds.
Saalfeld said that if Measure
5 on the November general
election ballot receives a fa­
vorable vote, it will give the
department authority to issue
another $185 million ir. loan
bonds to help meet the demands
on the program.
Veterans have been applying
for state veterans’ loans at the
rate of more than 800 a month
this year, and loans have
average over $10 million a
month.

State Representative Robert
F. Smith of Burns was one of
five
Willamette
University
Alumni honored by the college
on Saturday.
Smith, who graduated from the
college in 1953, was a reci­
pient of an Alumni Citation A-
ward presented at tne annual
Alumni Banquet in Salem.
The alumni Citation Award
was established in 1957 to give
recognition to distinguished
graduates for outstandingachie­
vements and services to their
communities and the nation.
Smith, 33, is the second youn­
gest person ever to receive
one of the citations.
Dr. Roger J. Fritz, President
of Willamette, presented the
award to Smith.
Dr. Fritz
praised Smith’scontributionsto
Harney and Malheur Counties
and to the State of Oregon as a
State Representative and
Speaker of the House.
He noted that Smith was the
first person in Oregon politi­
cal history to serve two terms
as House Majority Leader, and
is the first person from Harney
County to be elevated to the post
of Speaker of the House.
Between legislative sessions,
Smith is a businessman and
cattle rancher in HarneyCounty.

Capt. Dahl Olsen, son of Mr. and Mrs. Brig Olsen just
completed his tour of overseas at Ching Chuan Kang A.B.

While in the Air Force he was a special Agent for the
Office of Special Investigation (OSI) and conducted criminal
investigations consisting of blackmarket activities, larceny,
narcotics, theft of government property, special inquiry, mis­
conduct, postal violations and pay and allowance matter; conducted
fraud and personnel background investigations in addition to
counter-intelligence investigations. He worked with theChinese
people and speaks Mandarin and Cantonese fluently.

Roxy Mason, daughter of Mr.
and Mrs. Ed Mason is the All-
American Club scholarship win­
ner this year.
The AAC, a junior high
service club, was formed and
advised by Mr. Irl Nolen. Over­
all goal of the organization was
to better relations between all
races. Members worked hard
selling concessions and sche­
duling candy sales in order to
raise money to award scholar­
ships to worthy seniors.
Roxy served as president of
the organization and also as
secretary.
Roxy will be furthering her
education in Alaska this coming
fall at Alaska Methodist Uni­
versity in Anchorage.
Roxy
has also been recognized as a
1970 Oregon Scholar.
