Dear Friends:
Thoroughly enjoyed my visit in
Nyssa several weeks ago and was
very pleased and proud of the
improvements made since my last
visit there in August. The “face
lifting” is very becoming.
I seem to have been left off
the mailing list when the issue

Dear Arlene, Ted and Other
Members of the Journal Staff:
We have been busy getting set
tled and into the swing of things
in this small, but friendly town.
The school is smaller than in Nys
sa because of the Catholic grade
and high schools; however, the
children like it and have gotten
acquainted fast.
We were thrilled to watch the
Nyssa junior bowlers in the state
tournament at Portland and offer
congratulations to them and their
parents. Being able to participate
is quite an achievement.
We do miss all our Nyssa
friends and never has there been
such a scramble for the Journal.
Please extend our warmest wel
come to anyone visiting in our
area.
Sincerely,
Clarence and Dorothy
Clapp and Family.

Ellis White
Republican Candidale
FOR RE-ELECTION
MALHEUR COUNTY
JUDGE
The County Judge of Malheur County Has Jurisdiction
and Responsibility for the Juvenile Department and
Court, the Probate, Adoptive and Mentally Ill Courts.
Ellis White has proven his ability and
willingness to administrate and work
with others in judicial matters in the
interest and for the people of Malheur
County.
The Juvenile Court has been adminis
tered with firmness and fairness. Car
rying out programs with local law en
forcement officers, agencies, parents and
the child has resulted in one of the low
est rates of second offenders coming to
the court in Oregon.
Believing that delinquency is a re
sponsibility of both parent and child,
policies leading to rehabilitation of the
delinquent through probation to the
court and parent, repayment for dam
ages by earnings of the child at the risk
of sterner measures by the court and
publishing of the name of child and par
ent, have contributed to less involve
ment of delinquency.
In cooperation with our high schools,
students volunteer and are selected at
random for youth juries who hear cases
and make recommendations to the court.
This has resulted in fuller understand
ing by youth of the court’s function and
purposes and has served as a prevention
to delinquency.
By reason of his interest in youth,
Ellis White has been chosen and attend
ed seminars and training courses spon-
sored by the Council of Juvenile Judges
and the Universities of Oregon and
California.
The Probate Court has been adminis
tered in cooperation with attorneys and
persons concerned with estates for less
time of probation and brought to cur
rent basis a backlog of probates.
The Adoptive Court hears about 60
adoptions each year. Ellis White has en
joyed working with the several hundred
adoptive parents and their attorneys in
the carrying out of our adoption laws,
which safeguard both child and parent.
The Mentally Ill Court, holding about
50 hearings each year, has been adminis
tered in cooperation with our physicians
with understanding and consideration
of both the patient and family.
Prior to the 1965 Legislature, Ellis
White was invited to speak to the Ore
gon Mental Health Association on the
subject, “Commitment Problems of Eas
tern Oregon A number of his sugges
tions for improvement of services and
information to families of patients in
mental institutions were accepted by
the Interim Committee and enacted into
law.
Presently the court is working with
the Public Health Board and Interim
Committee for state paying 100 percent
cost of community health clinics by rea
son of savings to our mental hospitals.
