I believe I am well qualified
for the office of Malheur County
Sheriff. A life-time resident of
the county and thoroughly fami­
liar with its problems, I have
spent the last 13 years as Police
Chief of Vale.
During that time I have at­
tended a number of advanced
FBI training schools and various
other law enforcement courses. I
have worked closely with various
police agencies, including county,
state and federal officers.
My election to the office of
sheriff would be an expansion of
my present work as Vale Police
Chief. My years of experience in
law enforcement work as well as
knowledge gained in the various
schools not available to anyone
not in that type of work would
all be to the benefit of the people
of Malheur County.
I was born in Vale in 1921, at­
tended elementary school in Wat­
son and Vale, and went to Vale
Union High School. I was mar­
ried in 1943 to Beatrice Fischer,
a local girl, and have three chil­
dren Barbara, 16; Bill, 14, and
Mary Kay, 9.
I am a member of the Oregon
Association of City Police Offi­
cers, the Oregon - Washington
Lawman's Association, the Na­
tional Peace Officers. Inc., and
Northwest Peace Officer's Asso­
ciation.
The only promises I will make
to the people of Malheur County
are that I will be a full-time
sheriff, 1 will mark the cars and
put the officers in uniform and I
or a deputy will be at the office
on Saturday, a day the Court
House is closed, for people's con­
venience. I will take care of your
complaints immediately to the
best of my ability. I will study
our problems closely and do my
best for the betterment of our
county.

MALHEUR COUNTY TREASURER
MALHEUR COUNTY VOTERS:
Being a full time employee of the people of Mal­
heur County, the time element prohibits me from
making a personal contact campaign.
In lieu of that, permit me to take this means of
contacting you.
I will try and present briefly some facts and fig­
ures which may help you decide upon the man you
want for County Treasurer for the next four years.
Probably the uppermost thought in people’s minds
is economy. How does the Treasurer’s Office rate in
economy?
FIRST—Salaries compared to other counties of like size, valuation and money col­
lected, the salary received is below average.
SECOND -The Treasurer’s salary is over $1,100 below the salary of other heads
of departments, either elective, or appointed in Malheur County.
THIRD—No outside help has been hired during my terms in office. No formal
vacations have been taken nor any sick leave used.
FOURTH—Office expenses have been kept to a minimum and haven’t been en­
tirely spent in any one year.
FIFTH—The Treasurer exercises no control over the assessing or spending of
tax money. Finally—Wil’ always endeavor to operate the office as economically as
possible.

FIRST—Proper investments of “Idle Funds” have returned to Malheur County
Taxpayers, monies in excess of the cost of this office’s operation in the past few
years Continuation of this practice could mean the office would be self supporting.
All obligations regarding Bonds and Interest have been met on schedule without
any penalties being assessed. Accounting to the various taxing bodies and the Gen­
eral County has been made with regularity and dispatch. By permission I wish to
refer you to the managers of the four banks in the County as to the efficiency of
the Office.
EXPERIENCE—To most employers this is a valuable commodity. Eight years
experience in the operation of the Treasurer's office should be of value to Malheur
County Taxpayers. Don’t throw It away. It may be possible that before the next
four years pass, the County Treasurer may be the Tax Collector, as a bill to accom­
plish this will be introduced in the next legislature session. Experience would then
be a prime asset.
FINALLY—The people of Malheur County have a choice of keeping in office a
proven official, efficient, economical and trustworthy, who has the HEALTH. DE­
SIRE and ABILITY to properly conduct the business of the County Treasurer’s
