m ent I learned the D em ocrat vot
ers of M alheur county had tu rn ed
dow n in the prim aries, one of
I O regon’s m ost capable and hard
\ w orking legislators. I speak, of
course, of the defeat of courag
eous R epresentative Em il Stunz.
It was my pleasure to w ork w ith
Em il in the Elections com m ittee
of the House w here his co n trib u
tions to the form ation of the elec
tion law s of this state w ill long
be in evidence. O nly through his
hard w ork and considerate h an d l
ing could the needed revisions
have been m ade. A lthough of op
posite parties, Em il and I voted
sim ilarly—and this should not be
alarm ing, for w e rep resen ted like
com m unities and w hat is good
for R epublicans of E astern O re
gon is also good for D em ocrats of
E astern Oregon.
But, w h at should alarm th e citi
zens of this state is th a t solid
legislator Em il S tunz can be cut
dow n in the prim aries because he
voted his convictions on labor
legislation, because he spoke out
against the gang try in g to ru le
o u r state, and because he felt the
6 percent tax reduction of G over
nor Holm es’ thinking was rid icu
lous in view of the high surplus
and w as w illing to fight for the
tax reduction to w hich the ta x
payers w ere entitled.
If one of th e prereq u isites to
being a successful can didate re
q u ires the play in g of cheap p arty
politics and the kow tow ing to
professional labor leaders, then,
the citizens of O regon are in
trouble and the fu tu re w ell-being
of our state is gravely jeo p ard iz
ed.

Adherence to Political Parties
Conflicts With Constituents' Wishes
Som ething has been added to th e M alheur county
political scene th a t could drastically change political
activities and even the m anner in which public officials
are elected to office.
The defeat of Emil A. Stunz by Clyde H. Snider for
the Democratic nom ination for state representative was
the result of long and well planned activity on the part
of the county Democratic C entral com m ittee. The vigor
ous prim ary cam paign was based on the concentrated
issue of “defeat Stunz.”
Prepared and m ailed to each registered Democrat the
day before the prim ary election was a le tte r containing
innuendos and im plications to castigate Stunz and ques
tion his ability as a representative of the people. The
most serious charge against Stunz was his failure to
follow party lines. These letters w ere mailed on a time
schedule to prevent Stunz from answ ering any of the
charges through any of the county’s th ree new spapers
or by direct mail.
W hen asked by The Jo u rn al about the tactics used,
one of the Democratic officials commented, “A fter all,
th a t’s politics.”
The Journal can agree th at “politics is politics" and
too frequently anything goes. Republicans are not ad
verse to using such tactics and m any of them have a t
tem pted and have used such means to gain th eir end.
For the Stunz issue, his Republican and Democratic
supporters probably did not use the “politics is politics”
system because of any special endow m ent of superior
virtue, but because they w ere unorganized, over-confi
dent and somewhat adam ant.
The big issue and the most severe challenge against
Stunz in the Party letter was th at he had not followed
party lines and had on several occasions failed to agree
w ith Gov. Robert Holmes, the state party leader, on
several issues.
H ere lies the political concept th e rank and file voter
m ust consider: Should a candidate and elected official
dogm atically adhere to the policies of his party even
though some of those policies m ight disagree w ith the
m ajority thinking of the candidate’s or office-holder’s
constituents?
It cannot be denied th a t Stunz was overw helm ingly
defeated by m em bers of his p arty in the prim ary elec
tion. But here again the question m ust be raised and it
can be readily answ ered. The prim ary vote was not
from Rep. S tunz’ constituents, but from m em bers of his
party. W hat do the to n stitu e n ts w ant? T hat question
was not answ ered in the prim ary election.
So often the statem ent, “I vote for the man and not
th e p arty ” is used. Is this right or is it wrong? This
theory is especially im portant in choosing men for local
offices, but does the Democratic p arty advocate a straight
party vote in general elections? The gist of the letter
addressed “Fellow D em ocrat” would leave th at im pres
sion.
The G ate City Journal does not follow the theory of
party first, last and alw ays and has never become “tied”
to the Republican party. In fact, files of The Journal for
six years contain m ore editorials critical of the Republi
can party than of the Democratic party. We do not be
lieve in strict adherence to party lines, w hether policies
are dictated by the president of the United States or
national, state and county chairm en of either m ajor poli
tical organization.
The Jo u rn a l’s forum column is open to the general
public and especially chairm en of both county central
committees to answ er the questions we have raised.
