Self-policing would satisfy a larger segment of people
than would a community fight where two factions choose
up sides and it would improve the lot of the legitimate
tavern operators who may be facing extinction along
with the offenders.
The city budget board saw fit to delete a $1000 fund
for codification of city ordinances. In browsing through
some of the old laws, it was found that one passed in 1907
provides penalties for "allowing” inebriates to loiter in
a public place.
No one seems to know whether that ordinance has
been repealed, amended or is still in existence.
Dozens of other city laws are in the same state of
flux—so we go merrily on passing new laws to “fit” an
immediate problem, leaving law enforcement officers in
a state of confusion about their scope of activity.

Mr. and Mrs. Leo Child who
spent the past winter in Mesa,
Ariz., have arrived in Nyssa for
the summer. Enroute home they
spent 10 days visiting relatives in
Utah and attended a farewell tes­

don Olsen, son of Mr. and Mrs.
Hugo Olsen, Peterson, Utah, who
is leaving for an LDS mission to

gery. She was accompanied by

The law should step in—city, county and state—and
enforce every regulation to the letter and let the chips
fall where they may. No new laws are needed to bring
the matter under control.
The Journal is still a firm believer in home-control
and local regulation of most problems. However, the
State of Oregon long ago stripped municipalities of their
power to regulate liquor and beer sales by licensing, so
there is no recourse from asking the state to use those
powers it apparently wanted.

The eager-beaver tavern operators responsible for the
situation have had their chance, but they aren’t fooling
anyone. Their “truce” of a few weeks was thrown aside
when the migrants started getting pay checks.

It’s been four months since The Journal commented
on Nyssa’s public intoxication and allied problems and
the responsibility of tavern operators in serving custom­
ers who already have had enough. Reaction to our opin­
ions was amusing, if nothing else. Some of the innocent
operators objected to the editorial, while some of those
able to wear the shoe” attempted to soft-soap us with
‘ compliments” and admissions they had let things go
too far.
