Protective Legislation
A strange development that started several years ago
and reached its peak of momentum during the 49th ses
sion of the Oregon legislature, might be an indication of
why the American people are being led—or driven—clo
ser and closer to centralized government.
Protective legislation is one of the greatest ;_vljs being
forced onto the public and the ^OQ 0 yjng tactics are so
strong that pub^- KOOd takes a back seat for the individ
ual interests of the few. Political beliefs take no part in
this dangerous legislation, in fact, the Republican party
which has boasted of its ideals of individual liberty and
self-government has among its staunchest supporters,
those who demand individual protection rather than leg
islation for the overall good.
The controversial Saturday bank closing law, defeated
by the Oregon senate, was nothing more than a means to
“protect” certain individual banks and some chains from
competition. The First National Bank of Portland oppos
ed the legislation with the sensible argument that its
employees enjoy a 40-hour week even while doing bus
iness on Saturdays and that the public should be served.
At Nyssa, four employees probably would have lost their
jobs if the Saturday closing law had been enacted.
Proponents of the bill apparently were interested in
cutting their payrolls, but they fear the First National’s
competition if they choose to close on Saturday while
others remain open as a public service.
The issue is far from dead. Bankers in various parts of
the state are crying because they can’t be protected!
Many are using the “union threat,” yet they fail to re
veal that hundreds of employees could be fired on the
five-day work-week basis, if they v. eu? protected by law.
If such tactics continue, w ee1 v newspaper publishers
might join and demand legislation to prevent all dailies,
semi-weeklies, radio broadcasts ’ I T programs from
coming into their areas on days other than those of the
publishers’ choice.
We doubt the inconsistency of weekly publishers,
though, and believe they can accept the friendly competi
tion as they have in the past—and profit from that same
competition.
The Big W elfare Problem
Everybody’s got problems!
The state welfare commission has a big one. It’s afraid
it can’t find enough people to go to work to dish out
funds for people out of work!
One spokesman in Portland is bemoaning the fact that
$8000-a-year jobs in welfare work are going begging, so
a subcommittee has been appointed to study recruitment
problems.
From all indications, the big problem is getting some
one to take applications for the various and ever-increas
ing types of welfare, thus building up the need for bigger
staffs to take care of the bigger relief rolls.
Maybe a few “experts” who encourage applicants to
use every trick in the book to obtain public funds should
be added to the list of unemployed.
