The m em orial cleared the house by a vote of 35 to 23. The D em ocrat voting w ith Stunz and 33 R epublicians was H enry Sem- on of K lam ath Falls. The Jo h n Day dam would cost $320 m illion and would be built w ith governm ent funds and ac cording to A rm y E ngineers’ spec ifications. In case the governm ent does not have or w ill not m ake the necessary appropriations, th ere are p riv ate com panies th at will fu rn ish up to some $164 m illion and perhaps even m ore if necessary, to be loaned as it w ere at 2*4 percent in terest and agree to pay app ro x im ately $22 per k w. per y ear for the electri city generated. Should this am ount they a d vanced be used up before 50 years time, as will be specified in the contract, the com panies will have to pay at the sam e rat .' until th eir ontract does expire and the pow er com panies, th at advanced the money, are to be given first chance to en ter into a new con tract w ith the governm ent for the pow er generated at th e dam.
