Discussing significant features, major problems and land use, the circular outlines the state in five areas. They are the coastal, south ern Oregon, the W illam ette valley, the Columbia basin, and the re mainder of eastern Oregon. In terms of an action program, the circular suggests making soil surveys on all land on which there may be a choice with regards to use. Discussing erosion problems, the circular proposes a six-point action program, ft would include develop ment of good rotations on eastern Oregon wheat lands; conversion of steeper slopes from grains and row crops to permanent pastures; fu r ther study of tillage methods in cluding strip cropping for row crops of all kinds as well as grain; use of sprinkler Irrigation on row crops and orchards growing on steep lands; clearing of undesirable brush ' by mechanical of chemical methods instead o f by fire in western Oregon; and reseeding logged and burned over areas to tiers or grass. In the area of the circular, land use changes are proposed such as clearing woodland or returning plow- land to grass or forests. Also pointed out is the fart that western Oregon contains approximately 2,000.000 acres of hill pasture, much of which is undeveloped.
