First we changed our neutrality law to keep our ships out of the war zone, put our “custom ers” on a cash and carry basis and declared our selves to be absolutely neutral, and have declar ed to the world that we will not under any cir cumstance send troops across the ocean. All of which sounds fine, but have you noticed what the trend has been within the last ten days? First the ship owners are now suggesting that we should “ease up a bit on the shipping ques tion”—despite the fact that most of our ships are under foreign flags and registration. Oh, yes, the “cash on the barrel head” business—well, couldn’t we get around that law with the Ex port-Import bank? The Allies don’t want men, they need credit; if we don’t find a way for them to get credit they will have to stop buying from us. Of course, we can’t expect American busi ness to guarantee these credits—couldn’t stand it in fact—so the next best thing is to get the gov ernment to extend the credit, through guaran tees. That is the first phase, the way we see it of getting us into that mess in Europe, that’s the way in which we will buy our interest in the war. When this “interest” has been developed, we will begin to hear about the Allies being “bled white”, that they are fighting our battle for civ ilization, that if we hope to keep the world safe for Democracy we must send over a few divi sions of our soldiers to show them that we are willing to do our share—then before long the cry will go up “Send Us Men!” Thus we tread, step by step, closer to the mael strom that is Europe’s, unless we stick to our laws of neutrality and see that our representa tives in Washington keep faith with the “fel low way back in the sticks”, by battering down every attempt to circumvent our neutrality laws —no matter how plausible the scheme may sound. THE PRIME DIDN’T TAKE rp HE so-called “economy drive” in Congress, as the cynics expected, has shot its feeble bolt. The gentlemen of Capitol Hill are attempt ing to outdo each other in spending the taxpay ers’ money. For this is a general election year, and it is popular political belief that money makes the mare go when it comes to getting votes. That may be practical sounding politics, but it is a suicidal economic doctrine. At the mo ment, the nation is only about $2,500,000,000 short of reaching the present federal debt limit of $45,000,000,000. In other words, as a people, we are some $42,500,000,000 in the hole—and that doesn’t include federal guaranteed obliga tions, which run into several billions more. The bulk of that debt has created since depression started, despite the highest peace-time taxes in our history. We’ve primed the pump until the golden flood ran over—but the prime didn’t take. It is obvious to anyone that recovery has not been produced. It is equally obvious that business is more worried about the future now than it was ten years ago. It is obvious that little or no dent has been made in the total of the un employed. It is obvious that government farm relief, which has cost an incredible sum, has been practically a flop. And still Congress goes on spending in the same old way.
