you live in a rural area, are
without decent safe and sanitary
housing, and are unable to obtain
a loan from private lenders on
terms and conditions that can be
reasonably met, you may qualify
for a rural credit home owner­
ship loan. Apply for the loan at
the Farm ers Home Administra­
tion office in your county.
True Mileage A 1972 law gives
the buyer protection against
automobile sellers who m isrep­
resent the mileage and condition
of the auto by turning back the
odometer Whether you are buy­
ing or selling a car, a signed
statem ent from the seller for the
buyer must contain the following
information ; the vehicle's actual
odometer reading and statement
that this is a correct Record of
the actual mileage, or a state­
ment that the vehicle’s true
mileage is unknown. If you are
buying a used car, be sure to ask
for the disclosure statement.

planning to buy life insurance?
You will have to decide not only
who will be your beneficiary, but
how the benefits will be paid - in
a lump sum, for example, or
extended over a period of time.
Consider leaving the choice of
payment method to the benefici­
ary. Finance needs may change

Social Security Change. You
are drawing social security pay­
ments but still working part-
time? Beginning in January you
will be able to earn more without
loss of benefits under a change in
the law. You can earn $2400
instead of $2100 with no loss of
payment, and benefits will be
payable in any month earnings
are $200 or less.
Know your Rights. The F air
Credit Reporting Act of 1970
protects you, but only if you
know its provisions.
For example, have you been
refused credit lately because of
some adverse information in
your credit report? If you have,
the lender must inform you in
writing of the name and address
of the agency making the report.

Understanding Credit. When
you buy on credit and ask for the
rate of interest, the lender may
quote you a “discounted ra te ”
rather than the annual percen­
tage rate Under the truth-in­
lending law, this is illegal. Ask
for the annual percentage rate if
it isn't quoted to you.
An easy but imprecise way of
converting the discount rate to
the annual percentage rate is
simply to multiply it by two.
Therefore, a “discounted” rate
of 6 per cent is actually 12 per
cent annual percentage rate.
Ask the Right Questions. Buy­
ing a new appliance? You may
be encouraged to buy a service
contract (an insurance policy
that will pay for repairs to the
appliance). Before you decide,
ask questions about the guaran­
tee and what it covers. You don’t
want to buy a service contract
that pays for costs already
included in the guarantee. Also
be sure to read what is excluded
under your service contract. It
may not pay for service required
because of improper use of the
appliance.
New Y ear’s Tip. Is the fire
insurance on your house keeping
up with its increasing value? The
Insurance Information Institute
estimates that at least one in
four U.S. homes is not adequate­
ly insured.
Now, while you are going over
family financial affairs for the
coming year, is the time to check
the coverage on your house.
No Tipping How much should
you tip those who pack and move
your furniture? Nothing. The
Interstate Commerce Commis­
sion says it is unlawful, in moves
across state lines, to tip any
moving company employee or
representative. It is also unlaw­
ful for them to solicit or accept a
tip. If a moving company em­
ployee suggests you pay a tip,
