The Columbia County Board of
Commissioners met in scheduled
session with Chairman Fred
Foshaug presiding. Comnus
sioners Minkoft and Ahlborn.
and secretary Gloria Salvey,

Commissioner Ahlborn moved
and Commissioner Minkoff sec­
onded the minutes of the mee'ing
of December 12 be approved
Motion carried
Miscellaneous claims were
approved
Personnel Action forms were
approved making necessary step
changes as provided in the union
settlement agreement w i t h

met with the board to discuss the
road department matters Pres
ent was Bill Jauron. registering
complaint about the poor condi
tion of Hankey Road lack of
maintenance, and falling rocks
He suggested an over-hanging
c liff be blasted off to prevent
falling rock, but was advised
that this was out of the road right
of way Thompson advised the
crew would be in sometime next
week with the gradeall to pull
some of it down
Thompson reported the Scap­
poose-Vernonia Road project is
80 percent complete, with work
at the bottom of the hill to fill the
canyon
inompson advised the receipt
of the 3 4 Ton pickups and 1 2
Ton pickups, and the cars should
be in next week, with the
exception of the sheriff’s cars,
which are not yet on production
at the factory Thompson has
ordered a canopy for the pickup
to be used by the Sanitation
department He also indicated
one was needed for the Sheriff’s
pickup
Thompson indicated previous
information indicated the new
mobile radios were scheduled to
be here the 15th of December,
but he has since received word
there w ill be a delay until March
15. He indicated this would
necessitate additional expendi­
ture to change the existing
radios to the new trucks, and
then replace them with the new
radios when they arrive.
Thompson discussed fuel allo­
cations at the road department,
and advised of a forthcoming
meeting with fuel represent­
atives to further discuss the
matter
Thompson then discussed the
storm water problems near
Knott Street in Vernonia He
advised the citv of Vernonia had
hired the engineering firm of
Robert E Meiers. Incorportated
to assist in a solution
Thompson reported the Juv
enile Department had requested
that cars assigned to them not be
marked with the county insignia
After discussion, it was the
decision of the Board that all
cars should be marked
Thompson advised the overlay
on the road into Beaver has been
completed, and spot locations
would be made today for paint­
ing of the centerline
Thompson reported repairs
have been started on old High
way 30 at Clatskanie
Thompson
then discussed
policy with regard to allowing
employees to have the day
before Christmas and the day-
before New Years off He was
advised that it has been the
policy to allow employees to use
vacations days for one or the
other, but in no event were
employees to have both days off
Commissioner Minkoff moved
and Commissioner Ahlborn sec­
onded the following purchase

quired for the dog control pick­
up
Terry Rahe. sanitarian, to­
gether with Bob Gilbert and
Charlie Grey, of DEQ. met with
the board to discuss contracts to
be signed with DEQ They
presented a copy of the proposed
contract, which
the
board
indicated they wished reviewed
by the District Attorney prior to
signature Further terms of the
agreement, which are in the
process of being rewritten,
should be available on Decem­
ber 28. for review by the board
Ron Reeves met with the
board to present Surface Mining
Permit for signature for St.
Helens Paving Company for the
pit on Hankey Road Commis­
sioner Minkoff moved and Com­
missioner Ahlborn seconded the
permit be approved Motion
carried
Reeves also discussed an ap­
plication for surface mining
permit requested by Deane
Chappell The board concurred
no permit should be issued until
the required bond has been
received
Frank LeMont, assessor. met
with the board to advise that
after careful consideration of
features and prices, be would
prefer Io order Sharp electronic
calculators (or his department,
from Commercial Office Equip
inent in Longview, who had
quoted the beat prices He also
discussed need for I00-foot tapes
and wheel tapes, and was advis
ed to determine his needs, as
well as to discuss Hie m a tte r
with Terry Rahe (or sanitation's
needs, and order what they felt
would best suit the require­
ments
Robert Stevens, director of
mental health clinic, met with
the hoard to discuss the grant to
be received for an alcohol
specialist, and suggested addi
tional funding to come from the
general fund lor the position
After discussion of the matter,
the board advised Steven no
further funding would be consid­
ered until after confirmation
had been received on the actual
amount of money being funded
John DeFrance met with the
hoard and presented Resolution
No 89-73 in the matter of
furnishing and installing a clos­
ed circuit television monitoring
system in the ja il, and notice of
call for bids, and Resolution No.
90-73 in the m atter if installation
of two doors and soundproofing
of doors in the ja il, and notice of
call for bids, which were both
approved by the board
At 2 p in a public hearing was
held in the matter of a proposed
amendment Io the zoning map
now in effect, covering the south
county area, w h i c h would
change the A-2 Agricultural-
Residential district known as
Canaan Road are, in T4N. R2W,
WM .and Section 7 and Township
5 N Range 2 W. Sections 11 and
12 to T-A-2, Mobile Home-Agri­
cultural-Residential area Pre­
sent at the hearing were: Mr
and Mrs Ron Plahn, Jim Lither­
land, Jim Windham. Dick Dun-
ets. Ron Reeves, the board and
the secretary At the request of
Reeves, Dunets reviewed the
differences in a T-A-2 zone, and
the requirements with regard to
mobile home installations Mr
l.itberland expressed objections
as to apprearance of mobile
homes after a period of tune,
adding they look "ta c k y " and
are not kept up It was pointed
nut to M r Litherland that homes
too occasionally lack upkeep,
and lose attractive appearance
A letter received from Mr. and
Mrs Raymond Finnell objecting
Io the zone change on the basis ol
deteriorating property values
There being no further remon
strances, Commissioner Ahlborn
moved and Commissioner Min
koff seconded to approve the
recommedation of the planning
staff and change the A-2 zone to a
T-A-2 zone Motion carried.

making the transfers as provid
ed in the 1973-74 General Fund
budget for Columbia County to

onded a quitclaim deed be signed
in favor of United States of
America conveying the following
property, to clear title :
The East 10 feet of that part of
the SE 1 4 NE I 4 of Section 15,
Township 7 North. Range 3 West,
W illam etter Meridian. Columbia
County. Oregon, lying south of
Old Columbia River Highwav
and east of Elk Creek Road

An Order and Deed were
signed convey ing m ineral rights
to Delmar and Betty Olson, in
Section 3, T4N. R2W
At 3 p.m a hearing was held at
the request of M arvin D Warner
and Doyle K Warner on appeal
from a decision rendered by fhe
Planning Commission s t a f f .
Messrs Warner wished to con­
struct a garage on a 2-acre
parcel located in a heavy resi­
dential zoned area, with the
intent that when sewers become
available, a house would be
constructed on the same proper
ty It was their intent to use the
garage for storage of miscella
neous items reluting to their
construction business Sanita
tion and septic tank permits had
been denied because of soil
conditions After careful review
of the intent, though temporary,
of use of the garuge. and the fact
that it is a residential zoned
area. Commissioner
Minkoff
moved and Commissioner Ahi
born seconded the matter be
taken under advisement and
referred to the Planning Com
mission for their recommenda
tion Motion carried
John Hunnicutt, deputy dis
tric t attorney, met with the
board to present Order No.
88-73 imposing weigh lim itation
of 30,000 pounds on L F Clark
County Road No P 169 and
ordering appropriate posting of
signs Commissioner Minkoff
moved and Commissioner Ahl­
born seconded the Order be
approved as presented Motion

At the recommendation of
Terry Rahe, sanitarian. Com
missioner Minkoff moved and
Commissioner Ahlborn seconded
January 23. 1974 at 2 p ni be set
as dale for show cause hearing
on why a nuisance should not In-
declared to exist, and why it
should not be abated on the
property of Mrs Sue Murphy.

Rahe then discussed the re
quirements of the motor vehicle
laws as related lo wrecking yard
applications, and recommended
that before the board approve
any further new applications, or
renewuls. they lx- referred to the
Planning. Sanitation, and Sher­
iff's Office, and the State Police
