The deferred paym ent plan was developed to help students and fam ilies better meet the rising costs of higher education, university officials said. Students who wish to use the deferred paym ent plan - rather than the usual lum p sum pay­ ment at the start of each term • w ill pay one-third of th eir tu i­ tion-fees at registration; another one-third three weeks la te r; and the final third a month a fte r that. F all term deferred paym ent dates, for exam ple, w ill be Sept 26, Oct. 15 and Nov. 15. There w ill be a »3 charge for deferred paym ent students to meet the extra costs of cash­ iering, accounting, etc. involved each term , according to Hugh F. Jeffrey, director of business a f­ fairs. The university-wide $25 de­ posit required to cover b reak­ age, losses, etc., must still be paid at the start of fall term , Jeffrey emphasized. So must parking p erm it charges, student health insurance, etc. Tuition-fees m ake up the bulk of the higher education charges, however, and these m ay be spread out in the future, he added. Tuition rates for 1973-74 were announced July 23 by the State Board of Higher Education. They are $136 per term for Oregon resident undergraduates (»8 per term more than last y e a r); »530 a term for non­ resident undergraduates (a $49 per term increase); and »223 per term for graduate students (a $13 per term increase). Davis netted a one under par 71 in the sun-drenched 18-hole tournament and was knotted with five others for the top spot. But by virtue of having the lowest Callaw ay handicap (3), he was able to take first place honors and pocket the 350 gift certificate that went to the top finisher. L a rry Borst eagled the last hole to tie a m em ber of his foursome Sam Beardsley for second place. Both L a rry and Sam had Callaw ay handicaps of six and they split the combined second and th ird place gift certificates. Paul Nelson and Ulus D illa rd did the same with the fourth and fifth place gift certificates and John Stennick overcam e nine penalty strokes to take sixth place. The tournam ent, one of the biggest and most popular of the year, accomodated some 53 p a r­ ticipants, 14 of whom ended up w ith a prize of some kind. Six of those winners tied a t 72. Sam Spicker playing to a scratch handicap took seventh place and just edged out D ave Siedelman, D an Fletcher, Chet Slovich, Joe M ag o ff and F red Feltner. The 13th and 14th place prizes w ent to the lowest Callaway handicappers who netted 73. They w ere A lbert Schlottmann and Jean Stennick. The next tournament action is scheduled for this coming Sun­ day, Aug. 5, when the Vernonia M en's Golf Association plays th eir second home-and-home m atch with Sunset Grove at Vernonia Golf Club. Academy Nomin'tions Now Being Accepted Senator M a rk O. Hatfield, R-Oregon, announced today that he is accepting applications for nomination for appointment in 1974 entering class of Cadets in the U.S. A ir Force Academ y, the U S. N aval Academ y, the U.S. M ilita ry Academ y (West Point), and the U.S. M erchant M arin e Academ y. To qualify for the competition, an applicant must be unm arried and must have reached his 17th but not his 22nd birthday by June 30, 1974. The m inim um edu­ cational requirem ent is a high school diplom a; however, high school seniors assured of g rad ­ uation by June 30, 1974 are eligible to compete. Senator H atfield emphasized that the com petitive nomination method is employed in the se­ lection of nominees. Using this method, ten nominations are submitted to each academ y bas­ ed on the applicant’s high school scholastic and ex tra c u rric u rla r activities as well as em ploym ent record (and preparatory school or college record, if applicable), letters of recommendation, and the results of the College E n ­ trance E xam ination Board testa. We are also working on other methods of com m unicat­ ing the message so that as many people as possible w ill file app­ lications.” “ Renters should be aw are that they too are now eligible to apply for property tax refunds,” says Charles H. M ack, director of Oregon's Departm ent of Reven­ ue. _______________ “ For the first tim e renters are" included in a tax re lie f pro­ g ra m ,” M ack adds, “ but they must show receipts of money they paid in rent during this calendar year of 1973 when they file applications for refunds afte r January 1, 1974.” The tax re lie f program passed during the closing days of the 1973 legislative session, perm its renters w ith an annual income of less than »15,000 to claim a refund of »50 to $245, depending on their income and the amount of their rent. Homeowners earn ­ ing less than »15,000 w ill be eligible for »100 to »490 de­ pending on the amount of their taxes and the amount of their income. “ We are concerned,” said M ack, “ that some renters who move during the year m ay have difficulty providing the required evidence without knowing the need at the tim e of moving. We are alerting them now to one of their responsibilities and re ­ quirem ents.” Renters must attach a copy of a rent certificate to their tax refund application that shows net rent paid during 1973. Land­ lords are required by the new law to provide this form at tenant request. The Departm ent of Revenue w ill m ake this form available to landlords later this sum m er. M ack says, “ I f you are moving now, before these new form s are available, or have already moved, you should go back to your fo rm er landlord and re­ quest a receipt or a statement w ith the following inform ation: 1) Landlord’s name and add­ ress; 2) Landlord’s social sec­ u rity num ber; 3) Duration of the rental period during the 1973 calendar year; 4) the amount of the rent; 5) The landlord’s signature: 6) As the tenant, your name, social security num ber, and current address.
