It s been a hectic vear for this
session of the Oregon State Le­
gislature »nth m any firsts being
recorded and some sta rtlin g —
and sometimes dism aying—ac ­
tions being taken by that august
body of senators and represen­
tatives
One first which w ill not be
pleasant to record is Oregon's
first billion d ollar budget. an ­
other is the fact that it «-as the
longes! 1180 days* session in
Oregon s history
There were several b itter con­
frontations over certain bills
one of which was Governor Tom
M cC all s Tax P lan winch was
finally defeated by a vote of the
people in a special election held
M ay 5. This bit of legislative
action led to the replacem ent of
Senator Vera Cook and Colum
bia County representative Dick
M agruder. as chairm en of their
various comm ittees under the
guise of inefficiency in the hand­
ling of the m anner when they
balked at speeding the plan
through
Another was the clash between
Governor Tom M cC all and Sen
Wm Hoim strom . which ended
w ith the death of eight fish bills
in com m ittee before they ever
reached the floor, and in the
defeat of a bill which would have
united the Fish and G am e Coro
mission under one agency
The only fish b ill to squeak
through that was favorable to
the sportsmen vs. com m ercial
clique iras a weakly watered
down steelhead bill
As inflation hit the economy
throughout the nation, it also
caused legislative costs to soar
with the 1971-73 expenses for
legislative adm inistration being
3225.325 vs. the "73-75 costs of

yet as Gam roth has another two
years to serve in G erm any.
