Beautification
In 1965, a federal highway beau­
tification act was passed which
seeks to eliminate the eyesore of
junk yards and wrecking yards in
areas adjacent to the interstate
highway system. The responsibility
has been passed to state highway
departments and Oregon’s depart­
ment has in turn asked the aid of
counties and cities.
The federal act defines junkyard
as an establishment or place of
business which is maintained for
storage, buying and selling of junk,
or operation of an outomobile
graveyard or a garbage dump. It
further specifies that by January
1, 1968 all such places that are
within one thousand feet of the
nearest edge of the right-of-way
and visible from the interstate sys­
tem and primary system shall be
screened by natural objects, plant­
ings, fences or other appropriate
means.
The act further provides that any
state which does not effectively
control such situations shall have
its federal aid highway funds re­
duced until the condition is cor­
rected.
In line with the action asked from
counties, Judge Earl Seawright has
outlined the requirements in a let­
ter which he is delivering to own­
ers of businesses which come under
this act and is asking their cooper­
ation in correcting t he condition
to comply with it. Attention is call­
ed also to the fact that such busi­
nesses will lose their licenses to
operate if they fail to comply with
the law.
