County, Oregon, deems it advisable
to build a new Columbia County
Court House and has, on this date,
made and entered an order author­
izing the construction of said Court
House and, accordingly, the public
is hereby notified that a public hear­
ing will be held on the 25th day of
April, 1966 at 7:00 o’clock p.m. in
the Cafetorium of the St. Helens
Junior High School, St. Helens, Ore­
gon, for consideration and discussion
of matters pertaining to the construc­
tion of a new Columbia County Court
House in St. Helens, Columbia Coun­
ty, Oregon, the steps to be taken to
provide the funds necesssary for that
purpose and the proposed location
to said new Court House.
The site upon which it is proposed
to build the new courthouse is as
follows:
All of Lot 4, Lot 5, Lot 6, Lot 7,
Lot 8, Lot 9, Lot 10 and Lot 11
of Block 107, City of St. Helens,
Oregon, as per plat on file and
of record in the Clerk’s Office of
Columbia County, Oregon; also
all of Block 112, City of St. Hel­
ens, Columbia County, Oregon,
and all of Block 123, City of St.
Helens, Columbia County, Ore­
gon.
The approximate cost of the site
of the new courthouse is $190,000.00
and the approximate cost of the
proposed courthouse is $824,000.00.
The approximate date on which it
is proposed to commence construc­
tion is the 3rd day of April, 1967.
No tax levy is proposed or neces­
sary and no bond issue is proposed
or necessary for the construction of
a new County Courthouse, or the
acquisition of a site. The County of
Columbia has the funds necessary
for the acquisition of the site and
the construction of the new Court­
house in the Special Courthouse
Building Fund. The Special Court­
house Building Fund has a present
balance of $1,014,898.00.
The County Court of Columbia
County shall at its regular meeting
on Wednesday, June 8, 1966, enter
an Order and take whatever other
steps are necessary to secure and
commit the $1,014,898.00 in the Spec­
ial Courthouse Building Fund to the
construction of the new courthouse
and the acquisition of the aforesaid
site.
The public should take notice that
petitions authorized by Oregon Re­
vised Statutes Section 276.720 may
be submitted to the County Court
at the time and place of the public
hearing. The law does not provide
for the presentation of petitions set
forth in ORS 276.720 other than in
the manner and at the times set
forth in said ORS 276.720.
The present County Courthouse
will continue to function until the
new courthouse is built and occupied
and thereafter it will be utilized by
the County in such manner as will
be in the best interest of the citizens
of Columbia County.
This notice is given pursuant to,
and in conformance with, Oregon
Revised Statutes Sections 276.710 to
276.990.

garden, or just ornamentals around
the home knows the problems of
competition when the soil is infest­
ed with quackgrass.
However,
most folks don’t realize that there
is more involved than just the
competition of the very vigorous
rhizomes, although we have told
the story frequently in recent
years.
In 1957 a Minnesota research
worker showed that a number of
agronomic crops were stunted by
a toxin produced in the rtiizomes
of the quackgrass. Last summer
this situation was unintentionally
demonstrated in a twenty acre
Oregon lettuce planting. Condi­
tions other than different planting
tim es and inevitable differences
in weather were the same through­
out the field. Reasonably good
cultural practices were followed,
yet growth of the crop in all areas
was erratic and plants appeared
to have been injured by misapplied
herbicides. The grower
stated,
'however, that no herbicides had
been applied.
One unusual condition common
to the entire fiéld was a large
number of quackgrass rhizomes.
This field had been in the soil bank
for several years and was thorough­
ly choked with quackgrass. The
grower had deep-plowed to a con­
siderable depth to prepare a seed­
bed and, as a result, the rhizomes
were mixed throughout the soil.
When OSU pathologists observed
the field, large patches were
covered with quackgrass and the
re st was lightly covered. Poor
crop growth corresponded with the
areas of greatest density of quack­
grass and was attributed to a toxin
released into the soil by this nox­
ious plant.
Learning how plants resist dis­
ease will be the goal of basic re ­
search at a new ARS Pioneering
Research Laboratory on the nature
of disease resistance in plants.
Scientists at this new laboratory,
located on the campus of the Uni­
versity of Wisconsin at Madison,
will seek an understanding of how
disease organisms such as bacteria
and fungi attack plants, and how
some plants are able to resist
infection.
Results of these studies are ex­
pected to aid plant breeders in
speeding development of resistant
varieties.
When fully staffed, the laboratory
will have four senior scientists, a
pathologist, two biochemists and
one plant physiologist—plus several
research and graduate assistants.
This staff will work closely with
University plant pathologists.
USDA has 23 other pioneering
research laboratories to help meet
the need for basic research in spe­
cific areas. The pioneering inves­
tigations, begun in 1957, are part
of USDA’s regular program of
basic research, which includes
studies to obtain new knowledge
needed to solve recognized agri­
cultural problems.
