The Columbia County Court hav­
ing this day met in regular ses­
sion for the purpose of transact­
ing county business, with the fol­
lowing members present: Judge
Earl N. Seawright, Commissioners
Louis J. Wasser and O. D. Clark,
whereupon the following business
was transacted:
The minutes of the previous
meeting were read and approved.
Miscellaneous claims were ap­
proved.
Frank LeMont m et with the
court to discuss the salaries of the
Appraisers II in this department.
Commissioner Wasser moved and
Commissioner Clark seconded that
Sam Cole and William Templin
each be given a one step adjust­
ment, effective this date. Motion
carried. It was understood between
LeMont and the court that no fur­
ther adjustm ents would be made
in appraisers’ salaries for the re ­
mainder of the fiscal year.
Commissioner W asser moved
and Commissioner Clark seconded
that the court approve a request
for cancellation of taxes for John
H. and Ethel I. Andrews, on Lot
22, Block 3, Columbia Park. Mo­
tion carried.
Three representatives of the
State Forestry D epartment met
with the court to discuss a rail­
road right of way through the
Blodgett tim ber tract. The court
agreed to a trade of property, pro­
viding the State Forestry Depart­
ment draws up the necessary pa­
pers.
Also discussed was a trade of
tim ber land with Longview Fibre
company.
Wally Gainer of the Port Com­
mission met with the court to dis­
cuss the m atter of traffic generat­
ed wave action which is causing
considrable erosion on the lower
part of Sauvies Island. He pre­
sented a proposal submitted by the
Corps of Engineers, in which they
would agree to complete necessary
bank stabilization, provided the
county would agree to maintain
said works in the future. Gainer
was advised that the court could
not agree to this because of the
great amount of money required to
maintain such
project.
A letter was received from Ward
Armstrong, of the Association of
Oregon Counties, advising that
Scapponia Park had been removed
from the list of public lands and
placed on the recreation lands list.
A letter was received from the
Department of Health, Education
and Welfare, regarding public nurs­
ing.
An offer of $1,200 was received
from Delbert Burnham for Tax
Lot 20, Section 21, T7N, R2W, near
Rainier. Said offer was taken un­
der advisement by the court.
A report was received from the
Public Welfare Commission.
A letter of resignation was re ­
ceived from Elsie Tracy, of the
Fair Board. Commissioner Wasser
moved and Commissioner Clark
seconded that her resignation be
accepted. Motion carried.
Nothing further coming before
the court, the same adjourned un­
til December 8, 1965.

Census Bureau
Starts Survey
The Census Bureau’s annual sur­
vey of hired farm work and the first
phase of a study on hunting and
fishing will be taken during Decem­
ber in this area as part of the bu­
reau’s monthly Current Population
Survey, according to Director John
E. Tharaldson of the census region­
al office in Seattle.
The farm work survey, to deter­
mine the number of persons in the
nation doing full and part-time farm
work for hire, is being done for the
U. S. Department of Agriculture.
The hunting and fishing survey, to
get national statistics on each activi.
ty, is for the U. S. Department of
the Interior.
Both surveys will supplement reg­
ular monthly inquiries on employ­
ment asked by the bureau to furnish
information for the U. S. Depart­
ment of Labor’s Bureau of Labor
Statistics.
Questions on hunting and fishing
will be asked about all survey fami­
ly members in the area who are nine
years of age and over. The questions
seek to determine how many
persons hunted or fished during 1965,
their ages, how often they engaged in
these activities, and approximately
how much they spent on them.
The information will be collected
during the work week starting De­
cember 13 from scientifically select­
ed sample households in this area
as well as other sample areas
throughout the U. S.
Census Bureau interviewers who
will visit families in this area during
December include: Mrs. Helen E.
Lahti, Astoria.
Workman Elected
In the Vernonia Rural Fire Dis­
trict election held Monday at the
Vernonia Golf club, only nine votes
were cast, all for Walter Workman,
thus retaining him in the position
of director for a five year term.
Self control is a virtue that in­

Inspectors at
Salem Meeting
W arren Baker, Oregon D epart­
ment of Agriculture food inspector
for this area; Wilbur Maltby, the
departm ent’s dairy inspector for
this area and Max Clark, who
makes package weight checks for
the department throughout the
state were among those attending
a two-day conference for the de­
partm ent’s dairy and food inspec­
tion personnel in Salem last week.
Three laws passed by the 1965
legislature were reviewed and pro­
cedures involved in implementing
them discussed at the sessions.
These included the new egg law,
the statute requiring licensing and
sanitation inspections of food pro­
cessing plants and the amendment
to the state’s frozen dessert act,
which requires licensing and in­
spection of milk shake freezers
and provides for setting a stan­
dard of identity for milk shake
mixes.
A new assignment for the dairy
inspectors, that of checking high
tem perature, short time pasteur­
izing equipment for compliance
with tem perature and time require­
ments, was another subject cov­
ered at the conference.
Other topics discussed at the
two-day meeting included bakery
and beverage plant sanitation
problems, food label violations and
procedures to be used when check­
ing package weights with new types
of weighing devices
Court Declares
Logs Taxable
Oregon tax court judge, Edward
H. Howell, in a decision issued a
few days ago, held that logs be­
longing to Weyerhaeuser company
and held in storage in the Colum­
bia river near St. Helens were not
exempt from personal property
taxation.
W eyerhaeuser company had con­
tended that the logs were in tra n ­
sit to their mill at Longview
Washington, and therefore exempt
under the Oregon free port law.
The tax court held that the logs
were not destined for sale as re ­
quired by the free port law but
instead were destined for manu­
facture and therefore not exempt.
